I believe this is a reference to The Lord of the Rings. In the 3rd installment of the movie trilogy, Legolas speaks the phrase:

"The way is shut. It was made by those who are dead, and the dead keep it. The way is shut."

I've completed this entire quest chain, but my portal is only one way. I can get from Stormwind to Twilight Highlands but not back. It makes me a sad Pandaeran. :(

What is the quest chain leading to this area? I cannot seem to find any more quest givers once i turned in the quest for finishing off the citadel area.

For those of you who had trouble, like I did trying to find the quest to actually take you from Stormwind into Twilight Highlands, to begin this chain:
Go to Stormwind Keep (Alliance) and speak with King Varian Wrynn. He'll give you a quest called 'Twilight Shores'. It requests you to go to the harbor, speak with Fargo Flintlocke, and he'll have you get on a boat to Twilight Highlands. BOOM, now you can begin the chain that will eventually leave you with a working portal from Stormwind to Twilight Highlands, and hopefully, back again as well. (Let's just hope the portal keeps working....)

King Varian has the chain starter, it is "Twilight Investigation".
