Searched and searched for Fargo Flintlocke. Eventually made a macro that targeted him, he's NOT where he was when you first met him by all those tanks. He's on a little dock by the water at 26.1 47.2

If you have both this quest and Call of Duty to enter vashj you will be phased and not be able to see him. So either abandon that one and pick it up later or do the boat rp hearth back and then he will be sitting on the dock.

ok i have a question. I reached level 85. I was still in uldum and there was a bugged quest. I wanted to abandon it but instead i abandoned the quest from the king that leads me to twilights hightlands. I cant take it anymore from the king. What I have to do to retake that quest or its impossible?

Due to changes made to Stormwind heralding Legion, the original questline has been removed. Now you simply talk to Fargo for a plane ride. No more detective work with young Anduin, exploring the ruined park district, rescuing Jack Bauden on the longest day of his life, facing off against The Black Bishop, defusing a bomb beneath the cathedral, and exposing a Twilight cultist in the throne room Onyxia-style. The Horde version remains albeit with a few revisions.

I'm trying to turn in the quest "Twilight Shores" and I'm standing on top of the yellow question mark on the map at the little pier in Stormwind City docks. There is no Fargo Flintlocke here.

I did jump to the Draenor quest line when that was released and have a garrison etc.

How do I complete this quest or at least proceed to the next quest in the chain. The goal is to get the achievement "Fading into Twilight" of which I now have 0/120.

Thanks for any help!

Figured it out! In case anyone else runs into this problem, just go ahead and do the first quests for Legion, including the scenario and the defense of the castle. After that everything is back to normal and the quest giver is standing on the pier.

As of 2017, for boosted toons, this quest seems to be the place to go to start the questline for opening the portal in Highbank, since boosted toons can't get Hero's Call: Twilight Highlands!

Seems that the quest giver for this has changed. It is now Grand Admiral Jes-Tereth.

Note that even as of patch 8.1, doing Twilight Highlands still has a level requirement of 84 (indicated by the Twilight Shores quest itself). Those going for Loremaster should keep this in mind - Grand Admiral Jes-Tereth (who now offers the breadcrumb quest) will have a gray exclamation mark over his head (indicating you are low level) and you will not find Fargo Flintlocke on the docks, either. When you are eligible for this quest, there will be a ! marker on your map in Stormwind Keep.

You normally pick the intro quest chain to Twilight Highlands from Grand Admiral Jes-Tereth. She may be phased out if you are on the quest chain for Tyrande's Vengeance Shores of Fate. Finish out that quest chain first and then come back to see if you can pick up the quest.

For anyone in the same boat as I was where Fargo for Twilight Shores quest completion, was not on the stormwind docks as marked. If also like me you are over 98 and received the legion breadcrumb quest, then just speak to Recruiter Lee where all the folks are training on the docks and this will send you to Legion Dalaran. Take a portal back and Fargo is where he is supposed to be :)

Ok for anyone having the problem with him not being at the docks because of phasing and you are like me that has already done vashj'ir and has already skipped the legion intro stuff and already have dalaran unlocked but hes still phased do this:

Go to Dalaran (Broken Isles version) and spoke with Archivist Elysiana in the Violet Citadel. From her can pick up “The Legion Returns” the intro quest that you skipped. This time when you speak to Recruiter Lee you chose to play through the entire intro, and you follow the quest chain all the way through to “Illidari Allies”, Once you complete that go down to the docks and he will be there.

Hope this helps people.

I recently discovered, that if you have the addon Storyline installed, you may not be able to take this quest, as it blocks it for some reason. So when I disabled the Storyline, I could easily grab the quest.

If you're trying to pick this quest up, make sure you don't have the hero's call in your log. You can't hand it in as of 9.0.2, and it blocks the appearance of the next quest in line. Once you've purged that from your log, you should be able to pick this quest up from the admiral as normal.

Like a lot of other people I wanted to do this quest so I could get the Twilight Highlands Quests achievement, having missed out on Cataclysm content, but the quest giver is not visible because they are in a different phase. I believe that this is because certain other phases, all to do with introduction quests for different expansions have priority over the phasing.

So if you're stuck and unable to see the quest giver then go and do the introductory quest lines - generally given by the king in the castle. Run through all of those and eventually the phasing will be sorted. I had to do both the Legion and Battle for Azeroth intros.

Nobody was in the throne room when I tried to pick up this quest, everyone was in the war room and Anduin was offering The Nation of Kul Tiras. I completed that quest (taking the option to skip the introductory quests because I had done them before), took the portal from Boralus back to Stormwind and everyone was back in the throne room and I could pick up this quest.

When I went to try to hand it in, Fargo was phased. I think it was because I had previously started the Legion intro quests (starting with To Be Prepared ) so I went back and completed those including Illidari Allies, unlocking Darlan and continuing on to complete a few further quests into my class hall line just to make sure I could get back to my hall when I needed to. Then I went back to SW and could see Fargo.
Apparently Call of Duty can also be a problem so if he's phased and you have that quest in your log either abandon or complete it.

The bulk of our navy has already shipped out, thanks to your work earlier. But Fargo Flintlocke has prepared a seaplane that can make the journey in double-time.

Speak with Flintlocke down at the harbor and tell him that you are to accompany him to the Highlands. He will be by the water's edge. Safe journeys, <name>.
