All around Lira there are corpses of red wyrms, hanging from chains, laying sprawled on the ground. . .some of them are missing their tails, some their heads, some all their appendages.

I think you missed the part where this is the COMMENTS section. If the section was only for getting help then it might have been called ADVICE or ASSISTANCE forum.
I too come to these pages hoping to gain insight into the quests, but understand that sometimes it just isn't there.

**Edit** After actually doing the quest, I suggest starting on the side near the lake opposite of where you get the quest. From there you can pick off 2 assassins (Pats) and 1 vindicator creating a small opening that lets you get to a chain & free the dragon. You only need to use the item next to 1 piece of the chain to complete the quest.

All you have to do is fly in, land next to her and use the axe.

You can spam the axe to spawn a huge amount of duplicate dragons. Sadly it only works right there, not anywhere else in the zone or the rest of the world.
