You have to kill Diamond-Blade Shredders, roaming about amongst the cut down trees North West of the beach.

Note that when you kill them they can be dismantled - although this is not required for the quest item.

Try doing this quest while you're gathering roots for Thordun Hammerblow in the quest Roots'll Do 'Er. It's in the same area, and is likely to save you a bit of time.
