You have to kill Enslaved Tempest's there. I saw some at 34,72.

There are three types of elementals to kill here that provide buffs when they die: the Enslaved Inferno, which increases your damage by 5%, the Enslaved Tempest, which decreases damage taken by 5%, and the Enslaved Waterspout, which increases health regeneration by 100%. These buffs last for 15 minutes each, as long as you remain in the Twilight Highlands.

Due to the low NPC spawns and amount of people trying to complete this quest, I had an easier time completing the quest killing the enslaved waterspouts at 34,62.

Run this quest alongside Bring the Hammer Down and Dark Assassins. The after you kill an elemental, it will rise again and attack the nearest cultist or assassin.

If Deathwing starts to burn the zone while you are on this quest his fire will kill the elemental's and it will count as credit towards your quest.

I found it out today when for the 3rd time in a row he burned me.

Lol this was the one quest I skipped thinking it was some inconsequential sidequest. Had to go back up for it after the hammer of twilight stuff.

Look, if there's one thing I know, it's elementals. I've been able to really gain an appreciation for how they feel. Let me tell you, they don't appreciate being enslaved one bit!

So, what I'm saying here is that if you were to free the enslaved elementals, I'm sure that not only would they show their gratitude, they'd also likely turn on their masters.
