If you're wandering around trying to repair all the faulty valves you see and constantly getting the error that you need to target something first, it's because someone got to that particular valve before you. Look for valves that are sparkling--those are the ones that need patched up. You can still mouseover the others and see that they ARE faulty valves, but you won't be able to repair them; only the sparkling ones work.

This quest actually bugged for me. Once I logged out and back in I was able to apply the tape.

Thought that was bugged.. but you've got to check something before trying to apply the tape, see if there's any leaking at the pipes... like oil drops.

it didn't work for me at first but i did /reload Ui and then i was able to do it even if i could not target it. Also i found quite a few around 75:17! Cheers!

Look here, chief, if it weren't for this bumbly idiot across from me, the Krazzworks would be holding up just fine.

Unfortunately for everyone involved, "Fancypants" Rothman here decided to deploy the place on top of a mountain! I mean really, who does that?

So, we got leaks all over the place due to faulty valves. Think you could take this blast tape and seal 'em up for me?
