To complete this quest you need to examine the recovered recordings with Tal-Galan.

This is the third quest chain of Chains of Domination 9.1 campaign starting quest.
The quest requires only to travel to the marked spot and wait for Tal-Galan - /way 57.4 30.1.
He's a bit slow guy, so dont worry and wait till the quest is avaliable to turn in.

This is also a zone in Korthia. Easiest way to get there is hop on a flayedwing transporter

I present The Last Sigil Storyline part of Chains of Domination which is the criteria for Breaking the Chains. This Story line have 15 Quests. To start it You need to have 44 Renown.

Quest Name:	Start and description
1 Vault of Secrets	Start This Quest from Tal-Galan 63 25 and You need to see Him in 57 29.
2 Vengeance for Korthia	Slay 15 Mawsworn
3 The Knowledge Keepers	Rescue 5 Record Keeper no need key. 3 outside cave 2 inside cave.
4 Let the Anima Flow	Go to cave 60 32 and go down right and kill Xalvez the Collector.
5 Secrets of the Vault	Speak with Tal-Galan to hear the recording
6 The Anima Trail	Follow The Anima Trail ( white orbs ) to the next conduit 34 35.
7 Bone Tools	Collect 50 Anima-Infused Bones from mobs around.
8 Lost Records	Activate Matrix Beacon go to 39 42 console and use next to it Matrix Beacon after that follow Yellow circles on ground to pick up 3 Cracked Record, /way 36 34 /way 37 36 /way 38 40
9 Hooking Over	Travel to the floating island with a hookshot ( wait few sec Bonesmith Heirmir will create them ), then repair the anima conduit 19 39. During fixing slay Xorul the Insatiable.
10 To the Vault	Move to 47 39 and use Flayedwing Transporter to fly to Vault of Secrets.
11 Defending the Vault	Slay mobs until 100%
12 Keepers of Korthia	You need to rescue 3 NPC: Tal-Rahl 44 76, Tal-Yor 43 67 and Tal-Xuhl 56 71. return quets 50 74.
13 Into the Vault	Speak with Tal-Galan You will change location then Slay at the end Xalvez the Collector - From time to time You will get Collected O_o care with Your HP xD. After fight pick Up Sigil of the Primus gold Orb.
14 Untangling the Sigil	Speak with Highlord Bolvar Fordragon then go to Torgast to speak with Runecarver ( where You doing legenday items ) use last conversation option then will be Cinematic. After speak with The Primus to start Fight :D You will get all buffs :D kill mobs until Jailer will grab You xD another Cinematic. Reward Tome of Origins dont forget to use it :D.
15 The Primus Returns	Fly Back to Korthia to speak with The Primus. The Primus will leave echo in Torgast to skill make better legenday items. Finish quest to The Primus when He will get to corner. Reward Memories of Sunless Skies - But on in Maw and Korthia, 1 Renown and 100 Soul Cinders ( You need them for tier 5&6 upgrade for legendary items ).

no mention of making sure you complete shaping fates quest
Could not get this one to pop until I had completed that quest, did so many others thinking it would lead to the quest chain to fly, wasted so much time

I hit renown 44 the other day and it showed this part of the storyline to be unlocked yet the first quest, Vault of Secrets, will not show up anywhere. I have completed this on my main but I don't think that should make any difference. My alt still needs to complete this for progression. I've submitted a ticket and got a "check with our online help websites" as an answer. So, here I am. Anyone have a clue as to why this quest will not show up?

You must complete your Covenant Campaign and achieve Renown 44 before this quest will become available.

Blizz please just add a dang warning in the renown rewards section that actually unlocking this chapter needs the entire covenant campaign done. People are going to get to 44 renown on alts just by existing and be dissapointed that they got to do 6+ hours of old content to get to continue in the current patch. Noice design blizzard.

I don't know what happened but I am renowned 49, have done all korthia, maw, and tons of torghast. Completed dailies until my eyes have bled and still cannot get this questline. Tal-Galan is not even showing up in korthia for me. Primus or whoever has nothing for me as I have done all the quests he had for me. I have addons that show no available missing quests, but I still cannot complete the achievement Chains of Dom, stuck on the Last sigil, I cant even start it. So frustrated!
Anyone have any suggestions?

This quest becomes available only after Eye of the Jailer is gone, that is after you complete Good News, Everyone!.

I thought that since I had gotten past Renown 44 and had completed the 3 quest chains through Focusing the Eye in Chains of Domination that I would start on The Last Sigil, nope! I found out that you need to also complete ALL of your Covenant Campaign quests as well. I am Necrolord so had to do ALL the Necrolord Covenant Campaign quests in order to get Tal-Galan to give me Vault of Secrets, the 1st quest of The Last Sigil chain of quests. To see if you have completed your Covenant Campaign, go into your Achievements, look at your Quests for Shadowlands and see if your Covenant Campaign has been done. Highlighted = done. Hope this helps all those having trouble figuring out how to get flying in Shadowlands.

Not sure if this has been mentioned but if you're party sync'd with a friend helping them to complete the campaign, this quest won't show up for you or for them. You have to drop party sync and they have to leave Korthia, come back, and the quest will appear for them from Tal-Galan if they've completed their covenant campaign.

Description

You've helped us regain a semblance of order, Maw Walker, but the outlook is dire. The Jailer's forces have launched an all-out assault upon the ruins of our vault at the outer reaches of Korthia. Clearly the Banished One seeks something of value inside. The vault's defenses activate when the structure is threatened, so getting inside won't be easy. But we must recover whatever the Jailer is seeking before his Mawsworn do. I've enlisted the aid of a necrolord who can help open the vault.
