Farseer Gadra is completely in the different direction the quest is showing. Inside the cave next to the question mark.

Yes. the quest marker on the map is in the wrong spot, go inside the cave and its there.

He is not to be found where the default UI is showing. Enter the cave and keep on swimming 'till you reach him.

To restate all of the above, the quest marker on the map doesn't indicate that it is inside a cave, so appears to be wrong. To find the correct place you need to go inside the cave, entrance at 49,72.

The quest is ultimately at 56,13, inside damplight chamber, inside the cave.

Once you've completed Defending the Rift, all you need to do is enter Throne of the Tides and the captain will will be there and allow you to obtain the 2 quests.

In order to getPay Attention! you must completeGirding Our Loins before acceptingHelm's Deep.
Better Late Than Dead andThe Abyssal Ride are NOT needed to takeGimme Shelter! and followups, however that would make you unable to getGood Deed Left Undone.
Lady La-La's Necklace have 0% drop chance beforeOphidophobia done and 100% after, however anyone can share you this quest as long as you are 80+lvl.
Anyone can takeVengeful Heart and do it's followups as long as they are 80+lvl. Quests above are NOT needed for it.

This is also a good time to kill Gilblingle for waterlogged journal which starts Blackfin's Booty.

As it says here, the quest end is inside the cave, even though the question mark is outside. The quest will keep pointing behind you as you swim in, but the question mark will be over the NPC's head.

This is probably to point out the location of the cave entrance to players - if the quest pointed to the NPC the players who never find the cave would be completely lost swimming OVER the land.

As of this writing, Farseer Gadra isn't spawning. It appears to be a bug that came with 7.3.5.

As of this posting, Farseer Gadra has now respawned for me within the Damplight Cavern. Possibly fixed after the most recent maintenance.

This seems like an on again off again bug. NPC is not spawning for me after several relogs and quest abandons. The NPC did appear briefly when I left a dungeon group I'd left at the end of a run however it disappeared before I could get to it. Frustrating to say the least.

In case anyone is having trouble with the Farseer Gadra not showing up, me and my gf logged a character on another server, same faction and took it to the cave. Then that character on another server invited me and Farseer Gadra showed up. My gf then logged the character back on the server we were levelling, I invited her while keeping the disconnected char in group and he was there for her too.

If you are alone you'll have to ask someone nicely to log another server for you and travel to the area then invite you.

Confirmed! The question mark that leads you to open water is there to show you the cave entrance which is well below the TomTom arrow. Once you enter the cave, the question mark moves to about 250 ft away inside the cave.

Across the Great Divide

Speak to Farseer Gadra in the Damplight Chamber.

Description

We will need to press deeper into Vashj'ir if we want to uncover what the naga are doing here.

Go to the Lightless Reaches, the giant chasm bordering the Kelp'thar Forest to the west. If you look across it, you should see a cluster of plant-life surrounding the entrance to Damplight Chamber.

Once you're inside the cave, it's a bit of a ride up until you break surface, but I have friends there that should provide you a warm welcome.
