For those of you who, for what ever reason, fall out of the quest area on the peak, it is surprisingly quite difficult. There is no way back up. The quest giver can't get you back, and going back to Ebon Hold doesn't offer any solution either. Here is how I got back up, for those in need of a way back.

Get a Goblin Glider Kit or two and then fly to Lorna's Watch and talk to the dragon there. He has 3 options. The third is to fly to the top of Thorim's Peak. Once there, point towards the peak where the quests are, and take a running leap and activate the Goblin Glider Kit and aim for the slope. If done correctly you can make it.

Vethir, the dragon next to the flight master at Cullen's Post will take you back up to Thorim's Peak if you need to for any reason. If the quest is still active, the NPC will respawn as you land up on the peak.

I think in some earlier phases Vethir is over by the bridge near Cullen's Post and not by the flight point. Unsure if that phase version of Vethir will have the Thorim's Peak option though.

The NPC follower can glitch, preventing you from turning in the quest. If there's no question mark over her head, just kill some mobs.

Deceased Thorignirs can be found on the top of cliffs, if you still havent Legion flight skill, use you harpoon gun to reach the top.
If you can use fly mounts, just fly to there and interact with drakes to revive four of them.

If you leave the area for whatever reason and don't yet have Legion flying, there is a path up to Thorim's Peak from the Hafr Fjall flight master. Once at Thorim's Peak, there's a series of hooks for you to grapple back up to where you need to be. It took me a minute to identify the hooks. I will submit a screenshot of the hooks.

Description

Alright, the job is to get the broodmother under our control. But hear me out. A few more drakes would be a boon, right?

While we're here, why don't we use our awesome power over undeath to raise some of her brood as well? Although the peak has claimed their corpses for the ice, I'm sure the embrace of undeath will be much more welcoming. We must find their frozen corpses and breathe your will into them.
