This quest giver may bug with Phasing.

If you still have the quest 'Vashj'ir - Call of Duty' (or potentially any other quest that rephases Stormwind docks) the NPC will be invisible.

You cannot fly to the Highlands under your own steam and kick off quests - they simply don't start.

To see Fargo and take the quest, drop the Vash quest first.

Reminded me of Hot Shots where "Admiral Benson" (Lloyd Bridges) is addressing the room and says;

"You know, I've personally flown over 194 missions and I was shot down on every one. Come to think of it, I've never landed a plane in my life."

Ok, I am confused I took the boat, and did quests in Vashjr almost immediately. So now I have picked up the quest Twilight Shores, and I do not see this NPC in Stormwind. How do you get to Twilight Shores now?

Make sure you read the quest text fully, and hop in the plane itself. Many people have posted here looking for him before reading the quest itself.

Has anyone else crashed in this quest? I hopped on the plane, and went down stairs to get something to drink and came back to find my body laying on the roof of one of the buildings in the Dwarven District. I've done this quest twice before and nothing ever happened to me.

Is this the final quest that unlock the twilight highlands? All of it?

Or will I need to do more quests once I get to... where ever it is it drops me, to be able to interacts with npcs in a different location?

Just attempted the quest. Jumped in the plane, cinematic went as normal until the point where he hits the afterburners. Camera then panned upward, stayed pointing at the sky for about 30 seconds, then dropped me onto a roof in Dwarven District and killed my rogue (with safe fall glyph).

Just to be safe-you might want to unequip your gear.

Edit: When it worked right, the "don't black out" line was not said in cinematic mode. When it killed me, that was said in cinematic mode.

I have run into a spot of bother with this quest as of 7.0. As I was reading the quest text, both Fargo and his seaplane faded from view. I've put in a ticket: so far, I've been redirected to My Son, the Prince which may well have been removed from the game (without notice) and then had my character moved to where Fargo is supposed to be, which is unhelpful since I can't see him.

Edit: As of 7/25/2016, I have been informed that this is a known bug.

In case anyone has recently boosted or faction changed and wants to do the Twilight Highlands intro, you will need to complete the Legion Broken Shore quest line to un-phase the harbor. You can skip it if you've done it before by talking to the NPC that gives it. Hope that helps anyone who was searching for an answer like I was!

Note that even as of patch 8.1, doing Twilight Highlands still has a level requirement of 84 (indicated by the Twilight Shores quest itself). Those going for Loremaster should keep this in mind - Grand Admiral Jes-Tereth (who now offers the breadcrumb quest) will have a gray exclamation mark over his head (indicating you are low level) and you will not find Fargo Flintlocke on the docks, either. When you are eligible for this quest, there will be a ! marker on your map in Stormwind Keep.

Like many others I had issues with finding this bugger in Stormwind Harbor because of phasing issues and what worked for others didn't work at all for me.
Thankfully I was able to get help from a GM after a couple days of sending in a ticket.

The reason why it was stuck in a specific phase for me was because I had skipped the Legion introduction quest when I was leveling there on this alt.
Skipping the broken shore intro doesn't count it as "complete" on your character so it keeps the harbor in the same phase no matter what.

I had to go to Archivist Elysiana in Dalaran(Legion version) and talk to her in order to restart the introduction quest.
She's located inside the large building where Khadgar stands around.

Talk to her, press the dialogue option and follow that questline to the end, then go to Stormwind Harbor and slap Fargo across the cheeks for being so elusive.

I spent a day of playing while trying to clear up Stormwind Harbor and get the quest dude to show up but in the end had to put in a ticket. The GM had to complete the first couple quests for me to get things fixed. So the harbor is just bugged to hell tbh and if you're trying to do this for Loremaster I suggest you save yourself time and frustration and put in a ticket.

Right then, just hop in the seaplane behind me and I'll fly yeh to the Highlands.

We're to report to a feller named "Lieutenant Fawkes." I've promised the King we'd get there lickety-fast, so I took the liberty of ditchin' any excess weight. Like seatbelts. Parachutes. Maps. Stabilizers. Landing gear.
