Just in case it wasn't obvious:

The ability to make the recipe for Goblin Rocket Fuel is only available to GOBLIN Engineers. Gnomish engineers, or engineers who haven't chosen a specialization yet, cannot learn to make this.

地精火箭燃油配方 is created by Engineers, however, the ability to 'learn' 配方：地精火箭燃油 is available to all Alchemists. The ability to 'use' the 地精火箭燃油 in their 工程学 recipes, is restricted to 地精工程学.

The recipe can be learned from Nixx Sprocketspring, Master Goblin Engineer, in Gadgetzan. It is only available for goblin engineers. As said above, as engineer you have to make the recipe (using blank parkment and engineers ink) and then find an alchemist to use the recipe and make the fuel for ya.

You have to choose between two quest offered by a gnome in Tinker town, to specialize in either Gnomsih, or Goblin engineering.

Any race/class can become an engineer.
Once your engineering skill is high enough you can pick either Gnome or Goblin specilization.
Any race/class Engineer can specialize either way, so yes Gnomes can be Goblin Engineers.
Only Goblin Engineers can make the Goblin Rocket Fuel Recipe, that is then learned by (any) alchemist so they can make the actual rocket fuel.
Yes there are Gnomish Engineering recipes that require Goblin Rocket Fuel; This requires that you find an alchemist (AH?) who got the recipe from a Goblin Engineer (AH?) so they can make the fuel.

There is also a Blacksmithing recipe for an Inlaid Mithril Cylinder:
Only Gnomish Engineers can make the Inlaid Mithril Cylinder Recipe, that is then learned by (any) smith so they can make the actual Cylinders.
Yes there are Goblin Engineering recipes that require Inlaid Mithril Cylinders; This requires that you find a smith (AH?) who got the recipe from a Gnomish Engineer (AH?) so they can make the Cylinder.

*If you feel like complaining to smiths or alchemists for "price gouging" then you are the pot and you should think about what you charge for a recipe that cost 6 silver and 75 coppers (less with faction/rank discounts) to make.

This recipe is crafted by engineers.

So look for an engineer or on the AH for the recipe then learn it.

Goblin Engineers create these and sell em to Alchies so they can produce it (so they can buy it back and use it). So, while it might be fun to jack the price up and make a profit on the front end, better to have tons of suppliers (who will compete for lower prices) to chose from when you need it rather than a quick gold from the sale - or the best option is right down the middle, making a modest profit in the process.

There's a lot of confusion about this currently. There are basically four types of items that can be made by engineers:

BoE items that can be used by any engineer and traded.
BoP items that can be crafted by a specific specialization, but used by any engineer
Items that require a specific specialization to use.
BoP items that can be crafted by an engineer, but can be used even after engineering is dropped

Gnomish Engineering allows you to craft these items:

If your intent is to switch to Goblin after crafting all the goodies (by dropping and re-leveling Engineering), you should probably craft all of these items, but you must craft 侏儒护目镜, 侏儒作战小鸡, 侏儒死亡射线, and 发条娃娃 (these are BoP) or you will lose access to these items permanently (unless you drop and re-level gnomish engineering again.

安全传送器：加基森 and 世界放大器 cannot be used by a non-gnomish engineer, so you can skip crafting these if you're planning on switching.

NOTE: 侏儒死亡射线 doesn't require Engineering to use, so technically, you could level Engineering to craft this item, and drop it and still be able to use it.
