A couple of tips after helping a friend:

For the Superbloom, don't do the superbloom quest for the week. The tattered dreamleaf seems guaranteed from the bag that drops from the quest. I'm still not certain if it's possible for the buff from the Tattered Dreamleaf to stack (the item to give to a friend so they give you a 50% increase buff) but it is at least possible to get a second one. Doing the superbloom in a group finder raid is the easiest way to guarantee all three bags
For obtaining the Taut Tethercoils from the Emerald Dream rares, it is possible to obtain more Tethers from rares you've already killed. Some great easy to farm rares include Fruitface who spawns from talking to Mylune (cave entrance around 63, 71). Not sure the spawn timer but because most people don't go in to spawn it, we could get a kill at least once an hour. The Frenzy events also spawn a rare that seems to spawn from killing adds. With two of us killing we could reliably spawn two and sometimes three rares. Do need to be out of combat for the tagging, I believe. This created a nice rotation pattern in between flying around and looking for other rares and doing Superblooms.
For To the Test: Concentrated Sophic Vellum the cast spawns a bunch of orbs that can be caught. Anyone in your party (not sure if limited to party and not raid) who catches an orb will get an extra action button to use 10 random Awakened elements and then a second extra action button to "throw" the item back to the quest holder. This means that it's possible to get a bunch of friends to catch things to speed up this part. The quest holder should also try to catch an orb because they will not get the extra action button if they don't. Easiest way to catch is to follow one of the black circles that will appear under the orbs as they fly out (same as when fire catching in Midsummer festival). There is a timer on the button (the 5min associated with the item use) so worth having extras in your bags if you don't have access to an AH mount to avoid losing out on making any of the items. It's also helpful to find somewhere clear of enemies and other clutter to clearly see the black dots (we tried on one of the high platforms in Valdrakken but the ground detailing obscured some). We used a spot near 61, 25 in Onharan Plains. The quest does seem a little buggy as sometimes we would think we should have caught an orb but didn't.
For To the Test: Symbiotic Glowspore Grip definitely just grab a healer, as a heroic-ish raid geared healer and tank it was possible to heal through (as a healer do bring some water for mana!) without any need for the salves.

Just a couple of extra things we found that I hadn't seen anywhere else that might help!

I leave this note to fellow adventurers who are fortunate enough to get an axe to drop in raid. This has been quite an undertaking getting this made and I wanted to make sure that you guys were as prepared as possible to complete the steps to get this axe with as little emotional toll as possible.

Getting the Sophic Vellum: If you're currently in the axe farming phase, save your epics. You have to use the quest item to shard epics from Season 3 only to obtain ash. If you haven't been saving your epics, you can utilize item restoration but from my testing, only works with Season 3 epics. Once you get your ashes, go and purchase your necessary mats. THIS IS THE IMPORTANT PART: When you are channeling the vellum, I would highly recommend having 50 of EACH Awakened essence and trade 10 of each to whatever party member you have in your group. MAKE SURE YOU TELL THEM TO TARGET YOU WHEN THEY ARE HITTING THE EXTRA ACTION BUTTON! If they aren't targetting you, it has a high chance to bug and put an item in their own bags wasting 10 Awakened Essence and 5 minutes of both of your time. This was the most stressful part.
Getting the Symbiotic Glowspore Grip: This part should be pretty straightforward, however, tattered dream leaf mechanics are not explained at all to my knowledge, or at least from the legendary possessor's side. Tattered Dreamleaf drops from running the Superbloom. When you get them, have friends, guildies, w/e, meet you, and accept the quest. The 3 bags and killing the final boss will grant them the knowledge they need to finish it and give you the buff. To complete the quest, you meet the centaur in Ohnaran Plains that gives you the quest for making the grip, they then cast their quest reward on you and give you a 50% increased drop rate buff for the dreamleaf. IMPORTANT: From my testing it looks like while the buff disappears, you still have it. However, to be safe, I would recommend that you do not open your bags from the superbloom you do with your party until they have applied the buff to you. When you finish this, I strongly recommend you find a healer friend for the last portion of the rune binding as you take large amounts of damage and unless you want to spend another large amount of gold on glowspores, etc, they can just heal you through the damage until you get your binding completed.
Getting the Rune of Shadowbinding: You can farm rares multiple times a day. Kill them more than once a day. This part is the only clear-cut part of this whole journey. As far as killing the first 3 bosses in the raid goes, I was able to complete on LFR, you just have to be quick about pulling the bosses before they go into combat as you can't bind to them if they are currently in combat, like the rares.

I sincerely hope that this takes away a bit of the stress from making your axe. It was quite the process but I hope my pain and suffering figuring this out with guildies takes the edge off of your axe craft. Grats on you legendaries!

In case I'm not the only one who picked up this quest from the NPC and zoomed off to the other zone to spot marked on the map, only to be confused about any sort of clear indication of what to do...you need to click the journal next to Eadweard and get the three quests from that (Handling It: Rune of Shadowbinding, Handling It: Concentrated Sophic Vellum, and Handling It: Symbiotic Glowspore Grip). Blizzard apparently assumed we'd actually read the quest text and take it literally as instructions rather than just some story flavor, which is certainly....interesting. For those of you like me who are used to checking wowhead comments rather than the quest descriptions actually having useful information, congrats on the drop!

+1 month unresolved / unfixed

Combining Rune with Shadowbinding bugged out and disappeared, leaving some of us unable to complete the quest. All that gold spent and time to do all these tedious quests. Stuck right at the end. great times.

The axe will drop directly in your bags. Equip it to begin the quest. The axe will then turn into a quest item, so be sure to re-equip your old weapon once you begin!

Part 1: Handling It: Symbiotic Glowspore Grip

Part 1a: Handling It: Shadowed Dreamleaf - You will collect Shadowed Dreamleaf from Superblooms in the Emerald Dream, which happen every hour on the hour. You will receive the leaves from the three bags during the event and the last boss, Verlann Timbercrush. Be sure to join a raid group to ensure you get the third bag. Tattered Dreamleaf will help you collect more dreamleaf and can drop from the bags or end boss. When you have a friend available to help you, select the player and right click the item. They will be offered a quest to fill the bar while completing a superbloom. A player can only do the quest once per character and they CAN be on the opposite faction. You can complete the buff quest in one superbloom by looting all three bags and the last boss. The buffer must turn in the quest in Ohn’ahran Plains before receiving the Restored Dreamleaf. If someone buffs you with the dreamleaf quest item, you can use the restored dreamleaf from the quest on yourself. I collected all shadowed dreamleaf in 6 events. I received buffs after the second, third, and fifth for a total of 200% increased leaf gain by the end. With the 200% buff, I received 22/16/16 from the bags and 34 from the last boss. You can expect a lot fewer at the beginning and the amount varies. A friend of mine said they no longer had the buff I gave them last week, so it is possible it disappears with reset.
Part 1b: Handling It: Glowspore Grip - You will receive a recipe to teach a LW how to craft Erden's Dreamleaf Grip. Select the player and right click the recipe item. The person must be a leatherworker, in your party, and have a minimum of 1 Dragonflight leatherworking skill. The player must be part of your realm group, but can be of either faction. Send a work order to the player.
Part 1c: To the Test: Symbiotic Glowspore Grip - Optional quest: Adaptive Cooling Salve - Bring the questgiver 100 Zaralek Glowspores, 5 Awakened Frost, and 1 Dreaming Essence to make Adaptive Cooling Salve that will allow you attune to the grip without taking damage. The salve has a 5 minute buff and 3 charges. The buff will go away after one “click” of the grip quest item. You can make it through 30% of this quest with one salve. It appears the salve is a daily quest(?) so you can get through 30% a day if you are going solo. Otherwise, you will need someone with good ST heals to keep you alive through it. You cannot heal yourself through it as you are incapacitated. As a paladin, you can’t use it through divine shield, it just didn’t work for me. Every time you click the grip, you gain 10% progress. The item has a 30 second cooldown. If you die, don’t worry, just try again. Use the Attuned Glowspore Grip to get the Symbiotic Glowspore Grip.

Part 2: Handling It: Concentrated Sophic Vellum

Part 2a: Handling It: Radiant Fleck of Ash - Every 5 minutes, you can disenchant en epic piece of gear using the Ashen Dowsing Rod. Gear received from the Emerald Dream caches is eligible. It even works on gear you can’t equip so have your friends trade you drops they don’t need, unless you’ve been hoarding gear all season waiting for this moment like I have. I received 3 ash very often, sometimes 1. It was much faster than expected.
Part 2b: Handling It: Radiant Vellum - You will receive the item to teach an enchanter how to make Shalasar's Sophic Vellum. Select the player and right click the recipe item to teach them how to make the notes. The person must be an enchanter, in your party, and have a minimum of 1 Dragonflight enchanting skill. They must be on your realm group, but can be of either faction. Make a work order for that player in the work order system.
Part 2c: To The Test: Concentrated Sophic Vellum - Click the action button every 5 minutes. You will need 10 specific awakened elements each time to empower it, then click the action button a second time to return it to yourself for 5% progress. If you have friends available they can try to catch the orbs while you’re channeling. They will need to purchase the proper awakened element. You can click off or wait out the duration of the buff and try again if you prefer waiting for the cheaper elements like earth and fire. Use the Attuned Sophic Vellum to get the Concentrated Sophic Vellum.

Part 3:Handling It: Rune of Shadowbinding

Part 3a: Handling It: Taut Tethercoil - Use the item on the elite before you enter combat. It worked on:
Small elites marked by a yellow star on your map. Be sure to get a rare scanner addon to be alerted while flying around.
Large elites marked on the map that require an event to spawn.
Lasher elites during the emerald frenzy event. These will spawn after a number of smaller mobs are killed in the area. Don’t worry if you are looting. Even if you complete the event for yourself, it will still be up for the duration, you just won’t be able to see how much time is left, so take note in advance. Any lashers up while the event is ending will despawn immediately.
The final boss of the superbloom. You need to be out of combat, so this one is tricky. You can either stand at /way 43,73 to wait for the bloom boss to spawn, or you can run out of the area and back to drop combat. The boss is targetable prior to becoming active (he is floating above one of the portals). Be sure to select him and make him your focus before he activates so he’s easier to target.

Part 3b: Handling It: Prototype Rune - You will receive the item to teach a scribe how to make Lydiara's Binding Rune. Select the player and right click the recipe. The person must be a scribe, in your party, and have a minimum of 1 Dragonflight inscription skill. They must be on your realm group, but can be of either faction. Make a work order for that player in the work order system.
Part 3c: To the Test: Rune of Shadowbinding - Tether yourself to Gnarlroot, Igira, and Volcross in the raid on any difficulty prior to entering combat. Someone pulling the boss enters you in combat, so you have to pray to the gods that people will not be rushing. Turn in the quest and click the Attuned Rune of Shadowbinding to receive Rune of Shadowbinding.

Part 4: An Axe Tempered
Talk to Edward and click the anvil.

Part 5: The Power of Temptation
Kill the small adds, interrupt and stun big adds as they spawn on the sides of the room channeling on you, and dodge swirlies. When you’ve killed enough adds to fill the discipline bar at the bottom of your screen, use the extra action button on Fyrakk. You will leap to him and be able to do damage for a period of time. I went through two cycles of this.

Description

If you want to wield Fyr'alath safely, you'll need to modify the weapon's haft with three components. First, you'll need a fireproof hide that can handle intense heat. Next, acquire enchanted vellum that can contain the weapon's volatile magic. Finally, a scribe must apply the proper runes, so you can bind the first two materials to the axe. My journal over there includes a few recommendations of crafters who can help you. You might also know a few!
