If you can't find him like I couldn't. Walk up the hill to your right then up the hill off slightly to your left. Turn left and go in the building right in front of you. You don't do anything else but escort like the instructions say which is why these other people didn't see a question mark. You don't complete the quest with him. He freaks out and beats you over the head. Zaela comes and rescues you. Then you go back to the guy at the beach (i forgot the name) and he'll provide trans back to the ship. Then swim back after turn in for the next quest which is You Say you want a revolution.

I am just getting this quest, running through with an alt. and I cant even get the quest from Admiral Stonefist. I have even tried to group up with someone that has this quest and share it, but they told me that i was ineligible for it. Did i do something wrong?
