Its great quest - so far few phase happen - now you gonna fight with stormwind SEALs aside against nagas, untill one of them abduct you (after two waves of enemies).
Again all will phase for you when erunak rescue you and move to another place.

1. Call of Duty (ride the ship)
1. Sea Legs (gather 3+1 objects)
1. Pay It Forward (rescue 6 soldiers)
1. Rest For the Weary (go to Taylor)

Buy Us Some Time (kill 8 nagas) Traveling on Our Stomachs (get 8 crab meats)
To Arms! (gather 4*4 items) Stormwind Elite Aquatic and Land Forces (gather 6 items)

2. On Our Own Terms (go to Taylor)

I had to abandon this quest and pick it up again so the guys would jump out and start the fight.

When you fight (no XP for kills), you will eventually be taken away by a combatant. DO NOT go back to the battle point. I quickly mounted my Sea Turtle and zoomed back because the quest had not completed. Sit at the place where you are dropped long enough and it will complete.

I rode back to the fight about 12 times (in 30 minutes) before I stopped long enough to curse the quest in gchat and it finally completed.

Laugh and learn.

In order to getPay Attention! you must completeGirding Our Loins before acceptingHelm's Deep.
Better Late Than Dead andThe Abyssal Ride are NOT needed to takeGimme Shelter! and followups, however that would make you unable to getGood Deed Left Undone.
Lady La-La's Necklace have 0% drop chance beforeOphidophobia done and 100% after, however anyone can share you this quest as long as you are 80+lvl.
Anyone can takeVengeful Heart and do it's followups as long as they are 80+lvl. Quests above are NOT needed for it.

Next comes Can't Start a Fire Without a Spark

This allows for the optional quest Nerve Tonic, and the optional Bud Chain:

Around this time, kill Gilblin Collectors and hope
Lady La-La's necklace drops for Lady La-La's Medallion. There are conflicting reports of what quests are needed for the item to drop.
This is also a good time to kill Gilblingle for waterlogged journal which starts Blackfin's Booty.

Wake of Destruction
(also unlocks What? What? In My Gut...? and Decompression)
Come Hell or High Water (While in naga camp, pick up How Disarming)

I completed On Our Own Terms and returned to Capt Taylor. Before I could turn in the qst, I was called to an instance. Upon my return, the "?" is on my mini-map but no Cap Taylor. I opened my list of quests, but this one no longer shows, so I can't abandom and retake. However, when I check the data file for quests, it shows that I have it and need to report to the non-existant Capt.

Apparently, I can't finish this qst nor restart it. Any ideas?

I can confirm that abandoning and retaking it works. I got a disconnect right after taking the quest. What happens is Capt. taylor will run to the other side of the room when you've taken the quest, and will get a ?. If you disconnect/leave/go into a dungeon he will stand in his original position and you can only speech bubble him.
So abandon it, and retake it to have him run across the room again.
When you're done they'll jump out to fight a bunch of naga.

Quest is still broken. I accept, wait for Taylor to kill the Naga, but instead of Taylor having the quest, it appears somewhere else on the map, which can't be located.
Infact after a minute, the original Taylor spawns back before he charged the naga, so two Taylor exist in the same area.
