As per the official patch notes, this quest becomes available after hitting level 120 and completing the quest Uniting Kul Tiras.

Something interesting I noticed with this quest - if you have it tracked, and are not in Boralus, it gives you directions on how to get to Boralus. But it's not as simple as that sounds - it actually updates to your current location, wherever that may be, and gives you the quickest route to Boralus (obviously excluding hearthstones or teleports). For example, when in Ironforge, it tells you to go to the Deeprun Tram and ride it to Stormwind. In Theramore, it tells you to take a boat to Menethil Harbor to get to the Wetlands. It tells you exactly where the nearest Stormwind portal is, if applicable. Such as, in Shattrath, it tells you to take the portal in the Terrace of Light, or the Shrine of the Seven Stars when in Pandaria.
Haven't seen this function in a quest before, so it was intriguing to me.

I'm puzzled. I've completed Pathfinder 1, portalled to Nazjatar from Bolralus, ran around and 100% explored it, yet I've not gotten the Wolf's Offensive quest. There are no quests in Nazjatar, no goblins in Boralus at the flight master. All I get are the same repeating Zanzadar world quests. Nothing from Greymane either. I rescued Jaina's bother some time ago, which I imagine gave me the Boralus portal. What gives? By all accounts I should have had someone give me Wolf's Offensive by now.

Full 8.2 quest chain(in regards to the Heart of Azeroth unlock und upgrades):

To upgrade your Heart of Azeroth, you just need to do the 8.2 War Campaign starting with Horde: The Warchief's Order The Warchief's Order or Alliance: The Wolf's Offensive The Wolf's Offensive until you get to this quest.

Magni questline to unlock the Heart Forge:

On my alt, with world quests opened, I had to complete the quest A Nation Divided to get The Wolf's Offensive.

For those who have leveled alts to 120 and are wondering how to get this quest without leveling up factions (and have already completed Uniting Kul Tiras on another character), you can simply walk over to Halford Wyrmbane on the boat in Boralus Harbor and complete Uniting Kul Tiras in one step. After you turn that quest in, it unlocks World Quests in Kul Tiras and also allows you to start The Wolf's Offensive from Genn Greymane on the other end of the boat.

I met all the requirements but the quest wasn't popping up after following all the typical troubleshooting (which I had to do on 10 other characters). Just so happens I decided to clean my quest log after a few weeks of playing this char and deleted a Legion Hunter class quest and poof... The wolf's offensive immediately popped on the screen. very strange

If this quest does not pop up for you, go to the Harbor Master in the room with the Kul'Tiran map. He will give you the quest to talk to Genn.

I had finised the quest Uniting Kul Tiras, but it didn't show up. Coming back from a 4 year break does that kind of thing.

After unlocking world quests at the Broken Isles and the Broken shore and completing Flynn's quest to collect 500 azurite, the quest The Wolf's Offensive finally showed up.

If you have the previous version of Uniting Kul'Tiras you'll just need to abandon it and acquire the new one from Halford Wyrmbane on Wing's Redemption (the mission table ship) to give you the new one which doesn't require any reputation. It will not automatically give it to you like other comments suggest if you're in the situation I just described.

This is listed right on this page, but if you're looking in the comments after the Shadowlands Pre-patch I'll highlight it:

Players who are eligible to visit Nazjatar will no longer be prompted upon log in to start the quests, The Warchief's Order or The Wolf's Offensive. Instead, players can begin their journey to Nazjatar by starting the quest, Send the Fleet / Send the Fleet, by speaking to Nathanos or Genn Greymane

I had finished becoming friendly with Embers, Proudmoore and Storm's Wake. Still couldn't get this to pop up until I did the intro quest for Heart of Azeroth and got the necklace. Then Genn on the boat finally had the quest Send the Fleet. I had also tried logging out and back in; nothing worked until I got the Heart of Azeroth. This is because one of the Nazjatar intro quests, A Way Home, needs you to use the Heart to open a portal back to Boralus.

Been many moons since I have been to Nazjatar....can someone help me remember how to get back to the island?

I did this in 9.2.0, on a level 60 toon that I transferred from Horde (which had already unlocked Nazjatar on Horde, but I didn't have access to Nazjatar on Alliance).

I first went to stormwind, Talk to Hero's Herald near the Hero's Call Board at the Trade District in Stormwind to pick-up the quest Tides of War
Cut-scene with Jaina, skipped the intro quests, and it ported me to Boralus harbor.
Did the next 4 quests starting from there, with Get Your Bearings, The Old Knight, Ferry Pass, Sanctum of the Sages, and A Nation Divided, all in Boralus.
Talked to Cyrus Crestfall (harbormaster) to complete the quest What You May Regret. This might be unnecessary.
Picked up the quest A Dying World, took the portal to Silthus and completed The Heart of Azeroth and Infusing the Heart in Silthus/Heart of Azeroth.
Back to Boralus and talked to Halford Wyrmbane who had the quest Uniting Kul Tiras. Completed that.
Genn Greymane now had the quest Send the Fleet. This should take you to Nazjatar and do the few quests there to unlock the Nazjatar Portal.

If not encountered the regular way, this quest can be obtained via party sync. You need to sync with a character which has just started BFA and gotten the portals unlocked in Boralus, but hasn't proceeded further. You then need to pick up the quest A Dying World and run it again. Continue up to and finish the quest Infusing the Heart. Then this quest should pop up for you.

So this is what I did, on a Dracthyr alt made during dragonflight patch 10.2.5 to get to Naz'jatar (to level herbalism)

The very first quest you need to pickup is "a dying world"
A Dying World
This is near the Boralus Inn

The quest will take you to Silithus and then eventually lead to the quest "tides of war", which back to Stormwind, which you need to attend to the war council in the stormwind keep:
Battle for Azeroth: Tides of War

After going through the quest (most part is skippable if you have already done it on the main), you will eventually land in Boralus with Taelia.
After walking around Boralus for a bit, this will eventually lead to the quest "the old knight"
The Old Knight

Follow the quest and you will eventually see the quest "A nation divided"
A Nation Divided
Talk with Taelia to complete the quest (you don't have to pickup anything from the scout map),

this will get Genn Greymane to send you back to the ship and from there, you can pickup "Uniting Kul'Tiras"

This should be instant complete if you are on an alt.

Then you can pickup "send the fleet" from Genn right next to you and you will now reach Naz'jatar.

On my level 70 main who has never set foot in BFA this is what I did to unlock Nazjatar:

I picked up A Dying World from Earthen Guardian at Boralus, just to the right of the inn. Completed the quests Magni gives until he sends you to Stormwind/Orgrimmar for Tides of War. Skip what's skippable, complete what you get. It'll take you eventually to Boralus with Taelia. Complete her walking around quest.

This is where my experience differed than other commenters: once I completed her quest, I was able to complete Uniting the Isles on the ship but nothing happened. So I went back to the Harbormaster office, accepted the Old Knight/Sanctum of Sages/A nation divided/Ferry pass, completed and turned them all in, THEN I could finally see all the other Trivial quests pop up. Went to the ship with Genn and bam, Send the fleet is available.

Hope this helps, it was annoying trying to figure out what triggered it lol.

Yep, skip all the old stuff and jump right to going to Silithus to meet Magni Bronzebeard so to start the Legendary Cloak questline!

On Alliance, go to the NPC 'Earthen Guardian' at 75, 15 in Boralus Harbor (standing outside, just east of the Snug Harbor Inn in the Tradewinds Market).

On Horde go to the NPC 'Earthen Guardian' at 51, 89 in the southern end of Dazar'alor -- just SW of the kitchen in the Grand Bazaar.

Trying to get to Nazjatar on a fresh toon?
If you haven't touched BfA at all, you first need to talk to Hero's Herald near the Hero's Call Board at the Trade District in Stormwind to pick-up the quest Tides of War, do the couple of quests to unlock the arrival of Cyrus, get the ferry pass, open the portal to stormwind, inspect the map quest, and THEN you can do the quests on the ship with Genn to unlock Nazjatar! (send the fleet).
