If you haven't completed A Brother's Help by patch 8.2, you will get your 10 ilvls after this quest.

Gained 15,000 artifact power when doing this quest on my alt with neck level 20. Seems like a catch up mechanic for lower level necks since I don't remember getting massive AP on my main.

The dialogue is still broken on 8.3.. :( Missing Mother lines.
It should be like this (source Wowpedia):

MOTHER says: Heart Forge activation required.
Spiritwalker Ebonhorn says: I see. This forge will unlock the power of each essence.
Spiritwalker Ebonhorn says: May the might of the black dragonflight aid you in restoring this world.

This is so weird. I haven't played this character in over a year. I go to the portal and have the base necklace but I can't go inside the heart chamber? And I have no quests in my log for it.

I can't turn this in now... when I click on Mother, it opens an empty shop UI :|

EDIT: Exiting the area and re-entering fixed it :P

I was in the Heart Forge, talked to Mother and I went to use the Petrified Ebony Scale item in my backpack but rather than letting me complete the quest it teleported me to Orgrimmar. Now the item is gone (consumed) and I have NO way to complete the quest. I don't know if it's a bug or not since this is the first Horde character I've played in many years. (I'll submit a bug report)

So, I took the portal in Orgimmar to Zuldazar -> Silithus -> Chamber of Heart and the quest "The Heart Forge" is not completed and the item to complete the quest is gone.
