does it function in kunlai instances or just the actual overworld zone, because 5% spirit is pretty decent for healers or shadow priests elemental shamans.

usable on sha of rage also I guess but its not like he's hard anyway

As a warrior, I destroyed this item almost as soon as it found its way in my bags. Not only is the Spirit buff of no use to me, but I'm generally always pressed for space. The item doesn't seem to have any pertinent use. Don't be afraid to destroy this, my guess is outside of the occasional Sha group, you will most likely never use this again.

Doesn't appear to be a "Toy Box" item, although I really have no idea why. I'm keeping it in my freshly-leveled Warlock's bank in case they change their mind later (along with several other unique/novelty items that I gained from questing).

粗麻仪式袋 is one of 12 unlimited-use zone-specific buff items available in game. It is usable only in 昆莱山.
粗麻仪式袋 is rewarded from the quest 粗麻小径：前往粗麻驿站.

The other items are:

烧灼的虚空碎片 - sold by 战斗法师凯丝琳 at Deliverance Point in 破碎海滩, Broken Isles. Requires Honored with 抗魔联军.
不朽武士的印记 - has a chance to drop from 嘎洛克, a rare mob found in the 恐惧废土, Pandaria.
永茂蕨叶 - rewarded from the quest 塞纳里奥的忧虑 obtained from a 坠月旅店 / 霜壁旅社等级1 in your Garrison.
磨魂者 - rewarded from the Garrison campaign quest 磨魂幸存者 (A) / 磨魂幸存者 (H).
释放的疯狂 - has a chance to be contained in Treasure of the Highmaul which is the reward for the last player alive in 角斗场 which is accessed from the 角斗士圣殿等级3.
These cannot be obtained anymore:

拳手之无尽狡诈药水, 拳手之无尽灵巧药水, 拳手之无尽武力药水 - items were sold by 奎肯布什 (A) at the Bizmo's Brawlpub in 矿道地铁 / 保尔·诺斯 (H) at the 搏击竞技场 but were removed from the vendors. They are still available to players who bought them.
拳手的无尽德拉诺敏捷药水, 拳手的无尽德拉诺智慧药水, 拳手的无尽德拉诺力量药水 - items were sold by 奎肯布什 (A) at the Bizmo's Brawlpub in 矿道地铁 / 保尔·诺斯 (H) at the 搏击竞技场.

There are also 10 unlimited-use global-use buff items available in game:

雕饰饮水角 - contained in 雕饰饮水角, a treasure found in 影月谷, Draenor (locat1on: 33.5, 39.7).
狂乱水晶 - has a chance to drop from 苏里克夏, a rare mob found in 四风谷, Pandaria (locat1on: 37, 25.6).
高能强化符文 (A) - sold by 守备官科索斯 at Lion's Watch in 塔纳安丛林, Draenor. Requires Exalted with 先知之手.
高能强化符文 (H) - sold by 暗影猎手德恩加 at Vol'mar in 塔纳安丛林, Draenor. Requires Exalted with 沃金之锋.
审判官的邪恶之眼 - contained in 小宝箱, a treasure found in 破碎深渊马顿 (locat1on: 44.9, 77.9).
咔啡压榨机 - obtained from 冰封小径运货人, a rare NPC found in 昆莱山, Pandaria (locat1on: 35.2, 76.4).
光铸调和符文 - sold by 守备官嘉兰娜 on The Vindicaar. Requires Exalted with 圣光军团.
奥拉留斯的低语水晶 - rewarded from the quest 奥拉留斯的冒险 obtained from a 坠月旅店 / 霜壁旅社等级1 in your Garrison.
苍白幻象药水 - contained in 白鬼药剂, a treasure found in 纳格兰, Draenor (locat1on: 57.8, 62.6).
改装的邪能焦镜 - sold by 战斗法师凯丝琳 at Deliverance Point in 破碎海滩, Broken Isles. Requires Revered with 抗魔联军.
