This shirt is part of the starting outfit for Draenei hunters and shamans. They also start with Scout's Pants and Scout's Boots.

Shamans start with Worn Mace, hunters with Worn Shortsword and Weathered Crossbow.

This stays with you when you faction transfer. Goes really well with the T10 10-man chestpiece.

Former starting shirt for Draenei Hunters and Shamans. Since patch 4.0.3 it has been replaced by 斥候的外衣 for Hunters and 原始长袍 for Shamans.
The only race that starts off with a shirt now is Worgen Hunters, Warriors and Rogues who get 吉尔尼斯探险者衬衣.
All other race/class combos only start off with a chest piece, not a shirt.
Prior to Cataclysm, most characters started off with a shirt, but these were removed in favor of chest pieces in patch 4.0.3.
However, 托马斯·杨斯 in 旧希尔斯布莱德丘陵 still sells these shirts for bankers or RP purposes:

新兵衬衣, 侍从衬衣, 见习牧师衬衣, 学徒衬衣, 侍僧衬衣

Pre-Cataclysm starting shirts (that are now unobtainable) will very likely sell for a premium on the AH. These include:
