This fish is related to part 2 of the secret fish achievement series, 隐秘之鱼在哪里.
To start this you'll need to complete part 1.

The goggles:
With the 隐秘之鱼护目镜 buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.

5. 微鲸
6. 可收集的盐鳍鱼
7. 旅行虾虎鱼
8. 隐形胡瓜鱼
If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. 腐血鳕鱼 - Nazmir, Zul'Nazman.
10. 玉言鱼 - Jade Forest.
11. 雷鸣比目鱼 - Isle of Thunder.
12. 肯瑞托小丑鱼 - Dalaran (Broken Isles/Northrend).
13. 机械鲭鱼 - Mechagon.
14. 女王的最爱 - Nazjatar.
15. 远古法鳍鱼 - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. 囚徒鱼 - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. 有倒刺的峡湾之鳍 - Howling Fjord.
18. 死亡的邪骨鱼 - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. 始祖龟水箱观赏鱼 - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. 虚无比目鱼 - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. 深井潜鱼 - Mount Hyjal, in the lake under Nordassil.
22. 溺亡的金鱼 - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the 虚无比目鱼, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. 轻快的月鱼 - Night only. 9:30pm to 8am.
24. 金色的浸日鱼 - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).
25. 晦暗鬼鱼
26. 神射手瓦利
27. 安静的浮鱼
28. 魂灵鲑鱼
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. The buffed:
29. 翠绿罗非鱼 - Requires the 涂成绿色 buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a 绿色颜料囊袋 at you. (Credit to Sishrot).

The sporadic:
30. 流浪的废鳍鱼 - Can be caught in the "future" version of Mechagon that 克罗米 sends you to for the quest 平行空间. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

I used this island in the far northeast with the crashed zeppelin, since it had less foliage and a good amount of surface area (/way 57.18 11.39). I got 2x 玉言鱼, 微鲸 and 不起眼的鲶鱼 back to back, after about 20 normal fish. Most of the fish spawned in plain sight on the green, but they also spawn on the side of the cliff so look around. https://imgur.com/a/1QEb9Vl

Only like four possible spawn locations, same ones over and over.

Wow. Used my Path of the Jade Serpent to teleport to the Jade Forest. Bubble spawned in the courtyard and contained both Jade Story Fish and Very Tiny Whale.

So I figured something out today while farming the 玉言鱼 . When you grab a bubble at 41, 79 on the terrace in Jade Forest (Twinspire Keep) you get 2 fish. Normally it is 2 Pandarian fish. However, when you get the rare fish you also get a second rare. For me it was always one of the "Common" fish. So theoretically you can farm the commons here and it seems that every time you pop a Jade Story you will also get a common. If you are having trouble getting them all it may be worth a shot farming here.

Found 玉言鱼 and 隐秘拟态鱼 in the same bubble at the Strongarm Airstrip on my 3rd bubble. It is a pretty flat and open spot, best place is at the way point below which is between the dead Airman and the crashed copter, only thing is you need to finish the quest so that the Horde is in control of the airstrip or you will have mods attacking you.
My husband and I camped here for about 30 min and between the two of us we also got (in the same bubbles as the Jade Story Fish) multiples the following: 隐秘拟态鱼, 旅行虾虎鱼, 微鲸, 隐形胡瓜鱼, 迷彩蛇鲨, 不起眼的鲶鱼, and 狡诈之喉.
On the bubbles that were not the secret fish you get two fish, both white and tend to be fish from BFA and/or Pandaria.

After a lot of tries (about 4 hours probably) I saw a video and decided to go to Jade Forest - Tideview Thicket at 38.74 5.68.

After 12 min I got 3 Jade Story Fish (one with every rare catch), Invisible Smelt, Inconspicuous Catfish and a Travelling Goby.

It's also a good general cliff to farm on since the bubbles always spawn in front of you when you position yourself at the edge.

I've consistently gotten two fish, and often two rare fish, at the Warbringer location in Jade Forest (Woods of the Lost, 52/20). When getting white fish, I got one from BfA and one from Pandaria at a time.

I'm behind the times doing this achievement, but I wanted to pass on two things:

Firstly, a lot of the spots listed in this post are good, but too many of them have things in the way, uneven ground that hide fish, etc. I cruised around Jade Forest and found a spot that worked GREAT for me at 42.3, 14.5. It is at the top of a cliff, standing on a little spur of land that juts out. Everything is pretty much clear in front of you and part of the "spawn area" is blocked by a big rock minimizing the area. I think I only missed one spawn the whole time I was there.

Secondly, and most importantly.... If you are working on non-location-specific rares, do it in the Jade forest. Every time you catch a Jade Story Fish you also catch another common one. So far as I can tell, all of the others are on the table. I fished for 2+ hours on the Dalaran island to try to catch the two non-location-specific rares with zero luck. I caught them both within 30 minutes in the Jade Forest, as a secondary fish.

Just to add to the whole "double fish" thing, I had brought my 绿色喷洒机器人 to hunt the 翠绿罗非鱼, and it spawned on its own, and was the only fish to do so while I was in Jade Forest.

Cord 41.46, 78.88 On the Top floor of Twinspire Keep
All you need to do is stay there, and bubble respawn really quick
I got 6 bubbles in less than 5 mins

I got the following Rare Fishes
Jade Story Fish x 2
Travelling Goby x 1
Very Tiny Whale x 1

i got both collectable saltfin and jade story fish at 59.31 59.54 , the balcony at temple of the jade serpent

I haven't seen anyone mention the courtyard in front of the entrance to the Temple of the Jade Serpent dungeon. Located at /way 54.97 57.24

If you stand at exactly the coordinates I gave and face the dungeon entrance then the fish will be very easy to see. If you stand a little to close to the steps then you may miss a fish if it appears up against the wall to your left because there is a bush there that might block your view. Just make sure you are a little forward from the stairs and you will not have that issue. I found 5 of the common fish I needed in abut 30 minutes while at this location.

The fish may not be in water. Once you wear the secret goggles, you'll hear the "swoosh" like waves crashing in the ocean and that's when the bubbled fish had spawned. Look around. It's not a guaranteed chance the secret fish will spawn. I'll update mine as I find it
