He's just inside the DK Wing, the first room where the cages are, before Instructor's room.

He offers exclusive craft patterns for Master crafters at a Revered or Exalted standing:

The following quests can be picked up from 工匠威尔海姆 at the Light's Hope Chapel in the 东瘟疫之地 by completing 奥玛里恩的手册 which you get from 大工匠奥玛里恩.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside 纳克萨玛斯.
With a skill of 300 and high enough reputation, you will be able to choose from a total of 13 different patterns depending on your professions: 裁缝 (4), 制皮 (6) or 锻造 (3).

(Patterns actually doesn't exists, all of them are taught by 大工匠奥玛里恩 in 纳克萨玛斯.)

NPC Master Craftsman Omarion is locked in a cage located inside The Millitary Quarter of Naxxramas (Deathknight Wing).
You need to clear first hallway and room from Trash mobs to reach him.

Omarion will teach players crafting recipes, depending on their crafting profession and reputation with Argent Down:
Tailoring Revered:

If your character doesn't have one of the listed crafting profession, he will instead give you a book 奥玛里恩的手册 which starts quest 奥玛里恩的手册.
Upon turning in the quest at Light's Hope Chapel you will be granted a new option to obtain Frost Resist Gear.
工匠威尔海姆 will craft requested items for your class for required crafting Reagents (same amount as when crafter by player) along with a hefty fee of 200 or 300 golds, depending on the piece.
