No location for this item listed on Thottbot as of this posting. Aside from being a reward from the quest that is started by using the item, that is.

The quest it gives is listed as a Naxxramas quest. So, presumably it is obtained from Naxxramas somehow.

It lets Craftsman Wilhelm at Light's Hope Chapel craft you some leet loot.

Looks like this opens up the option for him to make the frost armor of your class. It also seems he charges about 200-300g per piece.

Same guy also makes the pants, the rest be seems able to be crafted.

As a 300 blacksmith with Revered with Argent Dawn I was not being given Omarion's Handbook in order to do the follow up to get my 破冰护腿

It turns out for 300 crafters (blacksmithing/leatherworking/tailoring) the book is not necessary in order to pick up 我只会唱这一首歌…… as it became available once I completed 战争的回响. I believe you have to have talked to 大工匠奥玛里恩 though.

I'm not sure if it's also required you be revered.

It appears as though you cannot receive this item if you have 300 skill in Blacksmithing on a Warrior/Paladin, Tailoring on a Mage/Priest/Warlock, or Leatherworking on a Druid/Rogue/Hunter/Shaman.

Which is kinda silly since Warrior/Paladin/Druid/Rogue/Hunter/Shaman all still need the Glacial Cloak for their FR sets but will not have access to 冰川披风 as a result of this gate keeping.
