There is no pattern available for this item as there is for the Glacial Wrists, Vest, Gloves and Cloak. Where is this from? Is it a drop?

The following quests can be picked up from 工匠威尔海姆 at the Light's Hope Chapel in the 东瘟疫之地 by completing 奥玛里恩的手册 which you get from 大工匠奥玛里恩.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside 纳克萨玛斯.
With a skill of 300 and high enough reputation, you will be able to choose from a total of 13 different patterns depending on your professions: 裁缝 (4), 制皮 (6) or 锻造 (3).

(Patterns actually doesn't exists, all of them are taught by 大工匠奥玛里恩 in 纳克萨玛斯.)

✅ Quests (except legs and cloak) are only available for: 法师, 牧师, 术士

Why oh why did this have to be a kilt? I was so happy to learn that the Glacial Vest is, well, a vest, and not a robe. I hate robes, they're so ugly, ruining the tabard, rendering legs and boots useless, stretching in weird manners. And I expected these to be actual leggings, I was so glad! But no, in this dreaded turn of events, the leggings were made to be a kilt. And you can't really go without them, they've got such an insane amount of FRR.
