Since most Fire mage don't go for Netherwind Mantle, these shoulders are the best because of its spell penetration. They can be rivaled by Mantle of the Blackwing Cabal.

HOW TO AQUIRE: TIER 2.5 SHOULDERS

Gain Neutral reputation status with The 诺兹多姆的子嗣.
Accept your class quest from 安多葛斯 inside The Temple 安其拉 (AQ40). She's located in a side room just beyond 预言者斯克拉姆.
Kill 维希度斯 / 哈霍兰公主 and loot the Qiraji token: 其拉统御腕轮.
Collect the right amount/type of Idols and Scarabs needed, either buy them from the auction house or loot from trash / 大型圣甲虫箱s.
Complete the quest!
