You get this quest after you kill Grimoira extra boss when on Vault of the Wardens: Demon's Bile

Drops in the Vault of the Wardens dungeon on normal/heroic/mythic difficulty.
But it is not some generic dungeon run, for more info read Vault of the Wardens: Demon's Bile

The completion text for this quest is amazing. It's like the quest designers came to realize what a monstrosity of a long quest line they had just created and decided to make a joke out of it.

You can pick up quest when you are on Vault of the Wardens: Demon's Bile quest. Obtain Skaggldrynk and join a group to Vault of the Wardens instance. When you will find out Inquisitor Tormentorum boss, there's a door in north wall. Drink up Skaggldrynk and you will be able to open that door. There's Grimoira boss behind it. After you defeat Grimoira, loot up Bendy Glass Tubes from her body and you'll get the quest. Bring tubes to Deucus Valdera in Dalaran.

There are many alchemy profession quests in Legion, 32 total, check out under the spolier, if missed something. You also need to be at least 800 in Alchemy to learn the final quest reward — Recipe: Spirit Cauldron, all others can be crafted with any skill progress.
