Using the quest reward plants a keg on the ground your allies can right click (it's on a 1 hour timer sadly). I guess they're directly drinking from the spigot, as you get the drinking animation afterwards and get tipsy, and don't get anything actually in your inventory when you right click it after putting down. Good way to celebrate a boss kill though!

The quest giver is the first one you rescue. Go clockwise from her around the sha-infested area. Follow the chat bubbles on your mini-map - all are inside buildings.

Turn in is inside the wall, behind the doors which you can (conveniently) open since there is fighting going on outside on the steps. Just walk past, open the doors, and turn in!

Attempting to complete this quest while in a raid (it's been a while) will allow you to create your own Pandaren army!

jin is actually at 43.9 86.2... after wandering around a min, i had to use /tar then had a duh moment. sigh. years of questing and still expect stuff to be "there" just cuz thats where im looking for it. ha..

When I tried to do it it bugged out and I didn't even realise. If the quest giver doesn't tag as being rescued straight after you accept the quest, abandon the quest and pick it up again, that's how I fixed it.

For some reason, if you're not on the ground (flying) when you speak to these npcs they won't get triggered and follow you, this includes the quest giver Sya Zhong, which may cause you to have to abandon and pick it up again.
