Yes, Shado-pan questline have such weird prequests :D
Awakened quests have 3 version of quests each starting from NPC that gave you previous quests.
Ordo Warbringer have quest that starts via pop-up after Channelers and backup from Taylor/Nazgrim if you abandon first.

Kill the Ordo Embercaller, Ordo Pyromancer, Ordo Firespeaker, and Ordo Blazecaster.

Description

The yaungol of Fire Camp Ordo are the worst threat we're facing. I need you to head west and take out their leader.

The coward is hiding in a cave, which is protected by a fire shield cast by his four underlings.

Take them out and the shield will come down. You'll find them in their tents, channeling.
