Yes, Shado-pan questline have such weird prequests :D
Awakened quests have 3 version of quests each starting from NPC that gave you previous quests.
Ordo Warbringer have quest that starts via pop-up after Channelers and backup from Taylor/Nazgrim if you abandon first.

The creatures that I found that offered the Kun-Lai Meaty Bits were Razorquill Porcupine, Highlands Mushan, Highlands Calf, & Summit Bonestripper.

the summit bonestrippers are fairly easy to kill and drop 20-25 pieces. look for them

Quest name is a play on the Goblins' catch phrase and racial ability, Best Deals Anywhere.

Not-so-Fun fact, if you have any meaty bits in excess of the 160 (the extras will stack seperately) and you toss them to make bag space, it will by default toss ALL of them, and you will get to do it all over again.

I'll cook us up the best meals ANYWHERE! And I promise, I'll only use three or four percent rocket fuel.

This is a reference to Recipe: Dirge's Kickin' Chimaerok Chops, acquired as part of the Scepter of Shifting Sands questline, which includes goblin rocket fuel as an ingredient.
