You can find the cow upstairs in the house to the right of Dizzy One-Eye.

You can get the Oversized Pirate Hat from Narkk located in The Old Port Authority building, you might know him as the goblin who sells Parrot Cage (Senegal), and Parrot Cage (Cockatiel).

Just to clarify: You do NOT have to declare war to booty bay and kill the Tauren in order to get his "head".
Just do the quest he gives and you'll see what happens next

It's a pain to find all the different NPC's in Booty bay among the many buildings and floors. Type /target then put a raid marker on them. You can then simply look for the mark which will show through the walls. It cuts down on time precious time having to run around and mouse over the NPC's.

There is a quest "inside" this quest, Looks Like a Tauren Pirate to Me then you can continue to complete this quest.

I was really confused by this quest. to do the first quest, you need the pirate hat and to kill the cow. return them to the dude that gave you the quest. then click him again to complete the other quest... im still confused on how that worked, but it did.

I've confirmed that the tauren doesn't drop the head even if you do kill him.

Cow and oversized hat? Wait a minute-how do you do the quest? Specifics would be nice. You start out with the quest object being the head of Fleet Master Seahorn so the first thing is to find him. I tried the suggestion of targeting and marking him with a raid icon. Worked great-he's the Tauren on the bow of the ship that sticks out of the top level of the Inn.

He is green so you can't attack him and he offers you a quest, "Looks like a Tauren pirate to me." This is where the pirate hat and cow head mentioned previously come in-they are the quest objects this guy wants.

So you get the cow head and pirate hat as described previously. BTW the cow drops over when you kill it and you don't get to loot it, but you get the head anyway.

BTW the vendor that gives you the hat does not normally sell them-you have to have the quest.

So you take the hat and the head back to the Tauren. The question mark above his head is silver, follow the text in the window and after a little "kickball" scene, the question mark is yellow. Complete the quest and go back to the starting NPC.

As far as i can tell Looks Like a Tauren Pirate to Me and Seeing Where Your Loyalties Lie are linked, you can make the head from the cow and hat, or kill Fleet Master Seahorn.

Firstly go to Booty bay, accept 'Looks Like a Tauren Pirate to Me'.

Go to Bossy(43.3, 71.6) to get his head.
Then go to Narkk(42.6, 69.1), talk to him to get a Oversized Piratehad.

When you get the 2 items, return to Fleet Master Seahorn(41, 73) and talk to him.
Wait a sec, and turn your both quests in.

Please write an easy instruction next time. It will save a lot of time.

I have abandoned and started the seeing where your loyalties lie quest 3 times have gone to the fleet guy and he never gives me the quest. What the hell is going on?

bossy is up stairs from Rikqiz. Standing at the top of the stairs.

i got the hat.... the head..took them back..they played kick ball with the head.....went back to the guy that wanted the head....but it's gray and I cant get him to except the quest. did this happen to anyone else?

got the quest . i was lagging and the fleet master Seahorn didn't finish it I went back to him and he had the question mark then to put the hat and head together.

When you go to acquire Bossy's head, you right-click on her to speak to her and get the following text:

<Bossy looks at you with large, liquid black eyes.>

1) Bossy, I need to ask something great of you. I need to cut off your head to prove my loyalty to the Bloodsail Buccaneers, so they will allow me to infiltrate their ranks and hopefully discover their true intentions.

Booty Bay needs you, Bossy... Now more than ever.

2) Moo.

Selecting the either option give you this text:

<Bossy lowers her head nobly, almost as if she understands the gravity and the meaning of your request.>

1) Do the deed.
2) Chicken out.

If you "chicken out", "Bossy breathes a heavy sigh of relief". If you "do the deed", she falls over dead with a bit of blood splatter and the usual splat sound, and you get a cow head in your inventory.

dont be afraid to do this quest if u wanna make the rep whit the goblins. the plan is to kill fleet master seahorn. but u tell seahorn about the plan then you and seahorm make a new plan to make a fake head to give to Yancey grillsen. u will gain som minor rep whit blood sail becasue u fool him whit a fake head.

If Fleet Master Seahorn doesn't give you the Looks Like a Tauren Pirate to Me quest, you have to kill him and wait for a horrible dead. He will re-spawn immediately with the quest.

This is for anyone who got as confused as I did after doing this quest. Nearly all the comments I read were about retaining Bloodsail rep. I wasn't interested in Bloodsail but panicked when I discovered that I was now a pirate and was not gaining Booty Bay rep, which is what I wanted to get. There was no way to get rid of the pirate buff and all the Bloodsail were green to me now.

There is a long quest chain to do for the Bloodsail, must have been ten or so quests. What I didn't understand was that I was now a spy and was actually working for Baron Revilgaz during all of this. When you finally reach the quest called "Call of Booty" it will send you back to the Baron and the pirate buff will disappear.

So don't lose heart and just keep doing those pirate quests and eventually you will get back to Booty Bay rep if, like me, that's what you were interested in.

Thar be just one thing...

Yancey hears things. A few o' me hearties were pretty deep in their cups when they told me about some <race> <class> that came a-rollin' through the Southern Command lookin' for charts and orders. Even ran a couple o' good pirates through, <he/she> did.

Like I said, they were up to their eyeballs in grog, but still... a buccaneer's gotta trust his ears. So I've just got one small task for ye, one sent down from Firallon hisself...

Bring me the head of Fleet Master Seahorn.
