Quest has been bugged for about a week for me. Unable to receive credit for taking ferry, and unable to interact with Cyril. Obvious bug, needs to be fixed ASAP for quest completion in the zone.

You have to speak to Will Melborne at the pier, 75.2 25.8 spot in Boralus.
Ask him to deliver you to Drustvar. There's a boat appears and take you to the point.
While I was been delivering I crossed world quest zone and got dropped out of the boat.
May be that was a bug, but thats not cool to swim from the middle of lake to the shore.

The quest has to be picked up from the questgiver by the scouting map. I initially picked it up from the guard in Drustvar, near Carver's Harbor - just over the path from Tiragarde Sound - Norwington Estate. The quest kept bugging out, even after abandoning the quest and restarting the game. Pick it up at the right spot, then follow Boxofbeer's comment above.

Talk to Ferry master Will Melborne in Boralus he'll give you a boat to Drustvar.
Then talk to Cyril White in Fallhave.
He'll ask you to destroy Cursed Effigy, just click on it.

Quest Name:	Start and description	Finish
1. Drustvar	Press on scouting map in Boralus. Press on Drustvar.	Taelia
2. The Vanishing Lord	Taelia - Go to Will Melborne take the ferry to Drustvar. Move to Fallhaven in village try to speak with Cyril White but you will see that somshing is wrong. Then try to destroy Cursed Effigy.	Cursed Effigy
3. Signs and Portents	Mayor's Bulletin - We need to do investigation. You need to collect all papers: Credit - Farmer's Journal, Credit - Rancher's Letter and Credit - Ava's Note.	Fallhaven Ledger
4. The Wayward Crone	Fallhaven Ledger - Go to See Helena Gentle She is on northeast.	Helena Gentle
5. Witch Hunt	Helena Gentle - Hmmm how to say She was nice for you ask to sit and after She become witch XD like my ex xD. Follow Her and take hero down xD.	AUTO FINISH
6. Cracking the Curse	Gentle's Spellbook - In house where was Helena Gentle is a book giving quest. You need to take down 4 Lesser Effigies: Credit - Eastern Effigy, Credit - Southern Effigy, Credit - Western Effigy and Credit - Northern Effigy.	Cursed Effigy
7. The Final Effigy	Cursed Effigy - After accept quest press on Cursed Effigy and kill Deathcursed Terror. after that every thin will come back to normal and you will free village residents. Finishing this Quest you will reach part of Drust Do It..	Cyril White

You can do either The Vanishing Lord (offered by Taelia) or The Vanishing Lord (offered by Guardsman Bray / Guardsman Kitcher), but you can't do both. (You don't even get offered the other while you have one of them in your quest log.)

I can't pick up this quest. Taelia does not offer it. Clicking on the scouting map does nothing (I think I've enabled Drustvar zone already and I'm friendly with Proudmoore and Storm's Wake). Not sure what to do next since I can't get this main quest line going.

At some point in time - SL or DF - a bug happened and some players can't start Drustvar from the scouting map at the wall or at the ship's table

so they can't get from Taelia

Their only option is to go to Drustvar zone and get it from the Guadsman Bray

And no it don't show on the map - u need to be there near him in order to be showing in the minimap

Such a very bad bug for major quest for the story line

" even if u turned on low level quests tracking - it will not show "

Description

Unfortunately, we don't have any contacts within House Waycrest, so our efforts in Drustvar will have to start from the ground up. We have arranged for a ferry to take you to Fallhaven - a farming village in eastern Drustvar. The mayor there, Cyril White, is a longtime friend of the Proudmoores, and I think he can help us get in touch with someone from the house. I hope you can get to the bottom of their absence, <name>. Their martial might is invaluable to the Kul Tiran fleet.
