Note that this quest will not be offered to you if any of your artifact weapons are in the bank.

If you're unobservant and super confused all the time like me, artifact appearances can be accessed from the Appearances tab in the Artifact Altar / Forge in your class hall.

I needed log off and log on to get this quest after "High Priest of Netherlight"

If you are stuck on the priest Order Hall or class mount quest and don't know where to go after this quest, fly to Deliverance Point on Broken Shore and check with Maiev Shadowsong to pick up Champions of Legionfall. You will be directed back to your Order Hall and can now pick up the quest A Curious Contagion from Alonsus Faol to seek out Aelthalyste in Highmountain.

If you want to complete this quest and don't have your Artifact weapon equipped in your bag, it will give you an error. A quick work around is to transmog your weapon to the appropriate artifact weapon. It will then let you complete the quest.
