This is an auto-accept breadcrumb quest that you get after completing Black Heart of Flame.
Before this was added people who completed the quests at Grove of Aessina in a certain order would have no indication that they should go back to the grove to pick up the next quest in the chain.

There seem to be no way of picking up this quest if you already completed Black Heart of Flame before patch 4.0.6, there is no quest available either from Matoclaw or from Blackhorn's Penance.

Quest objective didn't show up on Carbonite, so I dropped the quest hoping to gain insight. Wouldn't you know, it's the one quest in the game that can't be retaken? Gone forever.

At this point, you must awaken three ancients. A Vision of Ysera will appear after each. You must awaken Goldrinn before beginning the Aessina/Tortolla quests but can otherwise work on them in any order.

With the 7.3.5 hotfix that lets you pick this up, this now shows on my world map as a point of interest, but Matoclaw is not there to offer it. I completed the follow-up before this breadcrumb was added to the game.

Hopefully with the release of 8.1 and the Darkshore Battlefront more people notice this quest on their map and Blizzard addresses this bug.

If you're unable to get this off your map, and it's bugging you like it was me, quest sync with someone who has not done Hyjal (ie a boost, trial, etc), and bang out the short questline from Matoclaw, it'll pop up for you after, and then you will have it complete.

If you're unfamiliar with quest sync, the person doesn't even need to be in your zone, just party up, hit the button on the map, and any quests one of you have not done are available. Note that you will also be synced to their level.

to anyone that likes having no ! on their maps, this has been and is still currently bugged if you already completed the chain. you'll still need to quest sync with someone to get rid of it or ignore it.

All right, I finally got this off my map and I'm going to post the steps required here. I was trying to figure out how to do it in a few steps possible. It took me about 20 minutes with recording everything down, so I'm guessing it can be done in closer to 10-15 if you're just blasting through. I used the party-sync method to complete this.

1. Invite someone who hasn't done Hyjal questline (I used an evoker on an alt account that I made for RAF bonus)
2. Make them leader(not sure if important for party sync, but I played it safe)
3. Enable party sync (click 'M' to open map, expand out quest log via arrow on bottom right)
4. After synced, you phase and Matoclaw shows up, but no quest available yet. Don't worry!

At this point I did some research and it seems like you have to do some prerequisite quests, but I discovered you don't have to do as many as some people were suggesting. I'm not sure if there's a way to further optimize, but this is the way with the fewest # of quests I was able to find:

**Hyjal Intro**
There are going to be more quests that pop up along the way that are part of the intro, but some of these can be skipped! Only do the following:

5. Complete these quests:

Protect the World Tree
The FlameSeer's Staff
Flamebreaker
The Return of Baron Geddon
Emerald Allies
The Captured Scout
Twilight Captivity
Return to Alysra
A Prisoner of Interest
Through the Dream
Return to Nordrassil
The Return of the Ancients

After this part, the storyline branches into helping 3 ancients or something(not important). Another post suggested that doing the Goldrinn part was required to open the quest later with Matoclaw, but I happily found that to not be the case.

After turning in the Return of the ancients, don't proceed with Goldrinn (Skip Harrying Quest)

6. Fly over to Matoclaw

7. Complete these quests:

8. Finish :)
