The outhouse is located to the right of the building that the High Cultist Azennios is in. I found it difficult to find, so I submitted a screenshot. You go to the outhouse, put on your disguise, then go to the main building. Talk to Karr'gonn, which will send him outside.
The High Cultist will then become target-able and you can engage him and kill him.

first: you must to disguise yourself in a Ogre form. So, move you near Ogre Outhouse (77,48) and use your Ogre Disguise (look on your bags or, if you track the quest, just click on the item in the right side of your screen). Now, on the Ogre form, go to speak with Karr'gonn, into the near ogre building (76,49). Soon he leave the building; after that, you can kill the human. Turn back to the quest giver to end it.

I got a bit confused so...

The Ogre Outhouse is wooden, 1-person, and it's next to the right wall of the building where Azennios is.
It may be funny to say it this way, but look for a small wooden construction that looks like an outside toilet in a village :D

After telling Karr'gonn to leave, I killed Azennios in ogre form, used my Archmage Vargoth's staff and did /point at him when Karr'gonn came back in. "Who killed the human!" "ARCHMAGE VARGOTH DID!" Good times. :D

Karr'gonn has two heads but neither of those heads seems to contain a brain.
"Who killed the human?" Well dunno, someone sent you out mysteriously for no reason, stayed behind with the human and when you return the human is dead and the only other person around is the one who sent you out and is now /dance -ing over the human's body.... duh!

If you walk out of Seat of the Chosen with the buff, it will disappear. So sadly, no hearthing and dancing as an Ogre in a capital city.

I found the outhouse you put the costume on at 77.47 Once you put the costume on, you enter the main building nearby, talk to Kar'gonn and say "Boss, one of the boys are causing trouble outside" Then Kargonn heads out to deal with the imaginary troublemaker, Azemnios says "I've got a bad feeling about this", then you can target and squash him.

How is a feral druid supposed to do this? I'll go oom before I can damage them at all with my spells. If I go into cat form, I lose the disguise.

Nvm I started it and went into cat form and was still able to kill the mob and finish the quest.

All you need to do is go to the bathroom cabin outside the house and use the Disguse.

Quest bugged as of 8/3/2013, Unable to talk to Ogre.

Edit: Which is strange because I did this quest a couple days ago on another Character.

A list of 9 things that are physically emote'able while in this Ogre form:

/dance

/sit

/sleep

/kneel

/eat

/roar

/wave

/talk

/laugh

I tried as many as I could think of, please feel free to add any that I may have missed!
There's also animation to visibly sheath and unsheathe your weapons as well as MANY class abilities (ex. Fan of Knives). Have fun!

Description

According to the intelligence you acquired, there is major friction between the ogres and non-ogres in the cult.

High Cultist Azennios and the ogre mage Karr'gonn are meeting at the Seat of the Chosen in an attempt to ease the conflict.

There is an outhouse like this one at the Seat of the Chosen. Go there and put on this ogre disguise. Find a way to kill Azennios while he's in this mission of peace.

We must exploit this division as much as we can!
