To complete the quest run inside the tower to the top and talk with Argus Highbeacon who is also another quest giver.

You'll need to complete Argus Highbeacon's guest "Rough Roads" to be able to continue on with Fiona's Caravan. She will give the quest "The Trek Continues" once you do.

Edit: Since Argus joins the caravan you will have the new option of a caravan buff. "Argus' Journal" Grants 2%xp Bonus while in the Eastern Plaugelands.

You have to do the quest "Rough Roads" that Argus gives you BEFORE he will agree to join the caravan.

The guy who will join your caravan is the guy opposite of the stairwell entryway (who also gives the quest Rough Roads, which you'll need to complete). The others are either
A) afraid of horses
B) doesn't like horses, or
C) going to meet you in the past, or was it the future?

I'd suggest doing Onward to Light's Hope Chapel - Once you get to Crown Guard Tower, the caravan stops.
Talk to Tarenar Sunstrike to get the quest to find a traveling companion.
The npc you can add to the caravan is up top of the tower - Argus Highbeacon. In order to continue, you must complete his quest to kill 13 Plaguebats.
If you are farming for Mr.Grubbs, I managed to finally get mine after the 9th Plaguebat kill.
Btw, the more people added to the caravan - the better your chance of it dropping from the hidden stash (with Fiona's Lucky Charm buff active), so if you're farming for Mr.Grubbs, I'd say just wait til you get this 3rd guy added - w/ just the 2 pallies I got maybe 20 stash in 2 hours (Farming the Trolls up north) and no drop.

For a quick way down, click on the box of Argent Parachutes besides Argus for a slowfall buff and you can jump off the tower safely.

Description

While we're waiting here at this tower, we might as well see if anybody else is headed to Light's Hope Chapel. The more, the merrier, I say!

Ask around to see if anybody wants to join us on our trip. I'm sure you can find somebody who's headed to Light's Hope.
