The handbomb is inside Old Port Authority (1st big house when u enter Booty Bay) behind a collumn.

What's amusing is that the cannonballs you need for the quest is next to a group of scared guys (Narkk, Kelsey Yance, Mazk Snipeshot, Kizz Bluntstrike, Markel Smythe and Haren Kenmae) being protected by a single woman named Zarena Cromwind.

I think this quest is bugged in 5.0.4 when i loot it nothing happends.
When i restart the quest i can loot the chest.

This quest does seem to be bugged at the moment, but I somehow managed to get it to work. I tried reloading and relogging like others. Eventually I gave up and decided to do the other two quests offered at the same time, then flew around a little bit.
It's possible that flying far enough away for it to phase out, then coming back again might give it a chance to work, or perhaps completing the other two quests has something to do with it.

I'm afraid all I can offer is speculation, but try flying away and coming back a few times.

Whether it works or not, submit a bug report so this can get fixed.

This quest was still bugged for me- the bombs weren't showing up in the Port Authority building. I submitted a ticket; the GM was kind enough to mark the quest complete and encouraged me to submit a bug report for further review.
3 xpacs later and players are still having the issue. Continue to send those bug reviews guys, hopefully it'll be fixed.

Description

I've got an idea, but it's going to involve some footwork on your part. As a goblin cartel, the Blackwater Raiders have a lot of explosives on hand. In fact, I know for a fact that our old friend Narkk keeps a case in the back of his shop, in the Old Port Authority.

Go grab them and bring them here, if they haven't already exploded.
