When doing this quest be sure to kill "Good-Boy" Bruce, who is located right by the Bloodsail Correspondence, and loot Weather-Beaten Coin to start the quest An Old Sea Dog.

Indeed, I think you just need to be neutral with Booty Bay.
Just kill a pirate then try and see if you can get this quest.

I can't get quest, and I haven't done any "Sea Wolf" Mackinley quests... help?

I think I found out the requirements to actually receive this quest, hence starting the questline.
I started by trying to do some of Sea Wolf's quests. I did one and delivered it (while level 30), and while doing the second one (Kill-Collect) I found the bottle which lead me to Jaguero Isle to do another questine. I leveled to 31 while doing it, and once I got back to Booty Bay to deliver the quest to Sea Wolf, I already had the quest available from the NPC.
I do believe the trick is to be AT LEAST level 31.

I can verify that the Message in a Bottle chain is what unlocks this quest. Odd considering the two are completely unrelated. That said, when doing the captain's chest quest, you're right there on the beach where the bottles are anyways. Don't be like me and run back to BB before doing so. Of course, if you're reading this, chances are you already have.

I was doing this quest for the loremaster title. For some reason, when I flew to this area, all the NPCs disappeared when I got close. When I walked from Booty Bay, they were all there.

As a level 85 horde player, who is friendly with Booty Bay, I decided to try to go for the phasing way to farm bloodsail rep. I found that I could not talk to First Mate Crazz to start the chain.

I then did the quest chain for Captain Hecklebury Smotts. There are 4, and this is the start: The Captain's Chest. As soon as I completed Mok'rash the Cleaver, I was able to talk to First Mate Crazz and start "The Bloodsail Buccaneers" quest chain.

I did not do message in a bottle. I believe the key to opening these quests, if you are having trouble talking to the first mate, is doing the quests for the Captain.

I have several level 85 alts who have never set foot in Booty Bay, so I did some experimenting.

On one alt I picked up The Captain's Chest and did that chain through its end, Mok'rash the Cleaver. I never touched Message in a Bottle. When I completed it, I was able to pick up this quest. The quests in this chain granted reputation with Booty Bay and removed reputation from Bloodsail Buccaneers.

On the other alt I picked up Message in a Bottle and did that chain through its end, Mukla's Demise. I never touched The Captain's Chest. When I completed it, I was able to pick up this quest. The quests in this chain granted no reputation.

TL;DR: To become eligible for this quest, you can do either quest chain. If you're going for Insane in the Membrane, you would be better off with the Message in a Bottle chain.

Researched some more. You have to do at least one of the chains below in order to make this quest available.

There are no more quests obviously available that could be another trigger but, knowing Blizzard, who knows?

First Mate Crazz wants you to check the cove north of Booty Bay.

Description

You sure seem eager to work, matey. Not sure why some land-loving <race> <class> is offering help to the Blackwater Raiders, but I'm not going to turn you away.

We've made Booty Bay our happy home away from the high seas, but word has it that the Bloodsail have some new plan cooked up. All me boys are too busy hitting the grog and looking for ladies! What I need is a scout.

Check the cove just north of Booty Bay along the Savage Coast and see what you find.
