The quest giver is Abercrombie, you will found him at the tower next to darkshire (on the way from darkshire to the Deadwind Pass)

Gawd, doing the quest chain for this guy used to be a pain when he was based in Raven Hill cemetery and you didn't get mounts until level 30 (or 40 at one stage). Was one of the more tedious quest chains around because of it (tho the end was always fun).

Now that he is in the tower it won't be such a drag. I hope.

For a level 19 twink: Other pages directed me towards the Ello's Band. The starting quest is now at 87, 35 in the tower... however, it is greyed out. It requires level 20 in order to do this quest, and it is not available for level 19 twinks. I wish someone would have said something about this before I came all the way out here instead of saying how this is a great ring for this level.
