be prepared to kill about a thousand pirates if you accept this quest chain... there's no shortcut to Ajamon that I could find, so unless you're flying, you've got to reclear the entire camp for each turn-in along the way.

The lead-ups to this quest are Where's Synge? and Where's Wizzle?, for Horde and Alliance respectively.

However, to unlock that quest, you need to complete the The Grimtotem are Coming and Negotiations quest chains. Make sure you grab In the Outhouse while you're doing Down in the Deeps. You also have to complete Bar Fight! once it becomes available.

After completing the rest of the quests in this area, the quest giver spawned after I jumped off the cliff into the water near Synge.

After killing him, spawned just before the Centaur Chieftain of the Negotiations chain. Which I hadn't done yet.

If you're like me and can't get the Spirit of Tony Two-Tusk to spawn, leave the zone. As soon as you go back in he should spawn next to you. Took me way too long to figure this out.

Alright so.
This was a tad confusing for me. I did everything that all you great posters did and still nothing.
I saw a screen shot and decided to fly to where I remembered the NPC. As soon as I went to the area, Two Tusk appeared and followed me, allowing to collect the quest.
There is a troll in the back, just off the sea that is conjuring a green raid door. (Best way to describe it!) Fly back to her and he will appear!

For me, as mentioned in some of the vague previous comments, other quest chains must be completed a certain amount for him to appear. I hadn't done the Negotiations questline, and he immediately appeared after the centaur became enemies during the start of "Back to Riznek" (Horde).

I would only resort to leaving the zone and coming back (and other nonsense we all love to try i.e. relogging) if you've done the other questlines in their entirety.

Description

You're going to help me get back to life. Find my ex-wife, Ajamon, on the north side of the Holdfast. Just follow your nose. She'll be wherever the stinky brewing cauldron is.
