At first, this quest was confusing me greatly, as I could not find the Lab Director or the plans. After a bit of time searching, I noticed that there was a Buzzer outside the second most-eastern building of the Secret Lab (It is the one with a bank vault lock as a door). You will want to click this Buzzer in order to spawn the Lab Director, whom you kill for the plans. As of now, the Director will only drop one set of plans per kill, so if you are grouped be sure to spawn him once per person. There does not appear to be a respawn timer on the Lab Director.

The buzzer looks like a torch, found this highly confusing, it is right infront of the vault door next to the bigger building

I found this to be a funny nod to the B sci fi flick, "Plan Nine From Outer Space." Except here, Nine's Plan FOR Outer Space.

Do not rush into the building like I did, you will get locked inside and won't be able to exit without someone else coming and opening the door from the outside. I was lucky enough to have someone do the quest at the same time >_>

After pressing the buzzer a mutated goblin will attack.

When you kill him, two mutated tentacles spawn that can finish you off if you're not careful.

I would have never guessed the thingy in front of the door was the buzzer til I moused over it, I thought it was some kind of torch, then I read the comments here and yeah.

The "Buzzer", torch, is not down in the pit area itself, but just on the outskirts above the pit area. Just follow the rail tracks east and you will see the building with the safe door on your right hand side. 45.93 76.08 are the coords of the torch :)

If you are strapped for cash, this guy drops a card worth 6s. You can spawn him as many times as you want. Great for Silver and EXP. (bring a friend)

Just so you all know this quest is avalible to all horde races not just tauren and goblin. I did it today on my troll druid just fine as did a blood elf that was doing the same quest as me.

Hunters beware! The lab director opened the door, grabbed my pet and closed the door before I could do anything. Fortunately, the buzzer opened the door a second time and I was able to get inside, too.

This quest is probably a reference to the old cult classic b-horror flick Plan Nine from Outer Space, also known as the best horribly bad movie ever.

The building is located in that first set of buildings where you go to start putting out fires. The torch you see before that building with a 'safe' styled door, is what opens it. Run mouse over it and you'll see the gear. Click it. Once you've defeated the Lab Director, turn quest in. I've submitted a photo of the doomed Lab Director for your amusement.

To confirm the price on the card he drops only goes for a massive 2 copper.

I think this is the only quest that made me actually jump when a mob appeared. He looks like a giant Doc Ock and you don't expect him in the least.

When I opened the door both the Lab Director and the tentacles came out together. Needless to say, I was surprised ... then died.

When I rezzed and rang the door again, the quest progressed as expected.

Nine's Plan

Acquire the Secret Rocket Plans from the Laboratory Archives building at the eastern end of the Secret Lab. Ring the door buzzer outside and kill the lab director when he emerges.

Description

My benefactors used their diminutive intellect to construct an interplanetary transport. As designed, this so-called "Rocket" is a death trap. But I suspect a simple re-engineering of the fuel catalyst semifold would render a stable mixture, providing a breathable oxygen byproduct. To implement such changes, I require the original engineering plans.

Locate the Laboratory Archives and ring the doorbell to gain entry. The plans will be held by the lab director himself, presuming he still lives.
