As of 7.2, you only need to do 10 world quests

The world quests in Zandalar and Kul Tiras also count towards this quest.

TLDR; if your quest tracker seems stuck at 1/10 quests, just keep on completing world quests. It will show the quest as completed when you finish 10 WQ, even if it seems like it stopped counting.

My fiance and I are working on our Warlocks' class mounts as of 1/10/2021. We encountered an issue that the quest tracker looked like we were stuck on 1/10 quests completed. We tried going to different zones in the Broken Isles, we tried going to Zuldazar, we tried ungrouping and completing world quests separately, but nothing worked. Ultimately we must have reached 10 quests during all of this, because despite what the quest tracker said, it finally popped as complete (we weren't keeping track ourselves, but that's my guess as to what happened).
