This quest actually takes place in the Violet Hold dungeon, it's not something you can do solo. The lexicon drops from Lord Malgath.

Even though the quest becomes available to you at 102/103, the dungeon Violet Hold itself is not available until 105.

It is located in Dalaran, towards the east of the city and just south of Krasus' Landing.

You need to complete A Falling Star quest, to be eligible to do order hall campaing quests from level 103 onward.

You have to join a group to Violet Hold. Normal, heroic or mythic are all okay.
Fel Lexicon drops from Lord Malgath, it is pre final boss of instance, so you have to do a full run through.

If you're wondering where to turn this in, it's NOT in the Netherlight Temple as shown on the map. You return it in the same place you picked it up. Find Delas Moonfang in Dalaran, between the blacksmith shop and The Bank of Dalaran (the north bank.)

Bizarrely this quest is available at lvl 103 but the dungeon to complete the quest is not available via the group finder until you're lvl 105.

If you just like me does this part at lvl 120 just to clear all class hall quests on all your alts, then just solo the instance!
The lexicon drops from the second to last boss. When he's dead and you've looted the book, just stone out.

It seems that this quest is impossible to complete as of the release of The War Within. Please correct me if I'm wrong but the quest turn in and the portal to the Netherlight Temple both seem to be gone.

Description

I have been studying the language of the demons, but it has been difficult to get my hands on written material.

I have heard rumor of a book called the Fel Lexicon, written by an ancient scholar who spoke both eredun and draenei. If I could just get my hands on that book, I could learn so much!

I heard that this book might be in the hands of a powerful prisoner inside the Violet Hold.

Bring me this book, and my work here will go much faster.
