You can not directly counter this ability, but you can do that indirectly by following buffs:

This also applies to any case where you are allowed to send just two ships against "7 counters"-type of mission (since you can provide max 3 counters per ship, you are left with one to overcome by indirect bonuses).

The above does not apply to case where faction crew can become a "counter" eg.: Orc/Draenei - you won't need additional bonuses.

Pandaren crew may ~~counter~~ help get around Expert Captain (on long missions) - I just got the mission In Hot Pursuit, and with all other threats countered (2 epics and 1 rare ship on mission) and 2 of these buffs, my success chance is 99%.

Blue post from August 3rd hotfixes:
"An Expert Captain threat can now be fully countered by 2 Pandaren Crews or 2 assist ship equipment (Ammo Reserves, Automated Sky Scanner, Extra Quarters, Noisemaker Mines, and Sonic Amplification Field)."

专业船长 is a threat that cannot be directly countered by any single ability. It must be dealt with via other abilities that indirectly increase success chance.

A Blue post has previously noted the following:

An 专业船长 threat can now be fully countered by 2 熊猫人船员 or 2 assist ship equipment (储备弹药, 自动航空雷达, 额外舱房, Q-43噪音水雷, and 声呐增幅器).

With regards to the 老练船员, another blue post has noted:

The 老练船员 ship modifier was tested in the public test realm, but was not added to the game with patch 6.2

Here are some ways to indirectly counter this threat.

Ship crews
Ship crews are randomly determined when creating a ship (with a few exceptions, which are noted below). A list follows of the various crews that can be obtained; those crews that will increase success chance are in bold.
***It is useful to note that certain ship crews (noted in italics) will additionally help by countering specific threats; as such, you can counter all direct threats with fewer ships, which allows the use of ships with success chance boosts or ship abilities that offer ship synergies (see "Ship Abilities" below).
Example: One ship may have 德莱尼船员, which counters 浓雾. As a result, you don't need a 超大功率雾灯 on your ships, freeing up a slot for an ability like 储备弹药.

Ship abilities
Each of the following ship abilities can randomly appear on a rare or epic ship that is created from the shipyard, OR spawn when a ship is upgraded (via XP) from common to rare, or from rare to epic. At present, there is no other way to obtain these abilities other than having it randomly spawn on a rare/epic ship (i.e. there is no equipment that will provide these abilities).
Most of these abilities increase success chance of naval missions based on synergies of other ships assigned to the mission.

Area buffs
The following are buffs that apply to missions that fall within a specific circular zone on the naval map. These buffs are applied in the marked area on the map once a particular prerequisite naval mission is completed, thus "unlocking" the buff.
Note that a naval mission that unlocks an area buff may be on a completely different part of the map than the buff itself.
**The buff only applies to missions that are started AFTER the buff is unlocked! Missions already in progress in the buff zone do not receive the buff.**
A list follows of the various area buffs that can be obtained, as well as the missions to unlock them; those buffs that will increase success chance are in bold.
