Confirmed standard 45 sec ICD, spammed holy light on myself for 10 minutes, no proc within 45 seconds of each other.
Another test had me spam holy light until it procced, count the number of holy lights till proc, wait 50 seconds (for good measure) and repeat. Out of 20 trials, this is the number of holy lights needed to trigger.

1 in 2.85 is 35% chance, which is probably an average proc of 33%, skewed slightly because my data pool is small. Higher numbers of tests will probably yield closer to 33%.
additional notes: blessed myself 30 times with kings, no proc. mass-ressurected 30 times, no proc. beacon of light 30 times, no proc.
Word of Glory (mana-free heal) will proc it.
As it adds to your intellect base, it will scale with % stat factors, as well as % regen factors such as revitalize, seal of insight, and rapture.

This and
Hurricane
are the only two viable enchants for DPS casters. Healers gain the option of
Heartsong
. Pre-testing, it stands to reason that these enchants will be significantly better than
their
Wrath
counterparts
. It is also reasonable to presume that Power Torrent will be the best enchant for DPS casters, Heartsong will be best for healers, and Hurricane will be the cheap option.

Power Torrent:
45 sec ICD, 33% proc chance. Roughly 51 seconds between procs, lasts 12 seconds, means ~24% uptime, or 120 intellect. Factor in that you do not get the benefit of using 7500 extra mana during the procs, and this is weaker than that.
Heartsong:
20 sec ICD, 25% proc chance. Roughly 28 sec between procs, lasts 15 seconds, means ~54% uptime, or 108 spirit. Unlike Power Torrent, you get the full benefit of the spirit gained during combat.
I agree with you entirely on the way you calculated uptime of procs. It can be nuanced as with knowing if a multi-cast spell can have multiple chance of proccing the enchants or if HoTs proc them. However, I feel it is incomplete. Intellect cannot be considered a purely throughput stat, since lots of buffs procure mana based regen (Replenishment, Hymn of Hope, Shadowfiend, Rapture, etc) and Intellect interacts directly with how mp5 is calculated. It cannot be black and white. Spirit and Intellect interact with each other for how to calculate regen.
The formula I use is:
(INT)^(1/2) * SPI * 0,016725
which is the formula used to calculate out of combat regen.
So here is how I would analyze regen from both procs.
Heartsong:
108 spirit average, with about 4000 intellect gives a "steady" 114 mp5. At 3000 intellect, 99 mp5. And at 5000 intellect it gives 127 mp5. It is not linear but is nearly linear.
Power Torrent:
120 intellect average. Intellect being a root square in the regen equation, its scaling decreases with a fixed amount of spirit. So for a more precise exercise it is necessary to average the total intellect and multiply by the uptime rather than use an average intellect calculation. We therefore need to use fixed spirit and fixed intellect values to properly evaluate intellect regen. I will use 2 sets of fixed values, one of Spirit = 2500 and one of Spirit = 3250.
At Spi = 2500, if Int = 3000, 24% uptime of 500 intellect averages 45 mp5. If Int = 4000, it averages at 39 mp5. If Int = 5000, it averages at 35 mp5.
At Spi = 3250, if Int = 3000, 24% uptime of 500 intellect averages 58 mp5. If Int = 4000, it averages at 51 mp5. If Int = 5000, it averages at 46 mp5.
These calculations are for "mp5" regen only. Replenishment would give a 37,5 additional mp5 when the proc is up, for an average of 9 mp5. The list can be long and I will not go in the details of other mana-based regen abilities. But it all adds up. If Rapture was used every time it is available, it would give 45 mp5. For a disc priest, with 4k intellect and 3,25k spirit, this would end up providing at least 79 in combat mp5. When Heartsong would provide 57 in combat mp5.
Throughput can also be considered as regen since bigger heals mean less heals to cast and therefore less mana spent. Definitly my enchant of choice for Cata.

TL;DR version: Power Torrent is nearly on par for regen for certain healers while being a very powerful throughput proc. It is probably a wise case to favor it over Heartsong. At least when Maelstrom Crystals are less expensive... Hurricane was not considered since it is purely a burst healing and/or dps proc.

Granted this may be better than Heartsong on average, for those of us who haven't started raiding or getting epic loot to disenchant, Heartsong wins out by a landslide for avg cost of mats. If your not sure which of these two enchants to use and your a healer on a budget, the difference between the two is only slightly better than marginal. And odds are, if your that worried about cash then your gear probably isn't where it needs to be in order to benefit from power torrent as much as raid level gear.
TLDR: Heartsong is by FAR a better enchant for those strapped for cash. If your in a high end raiding guild and your gear is raid quality, then look into getting power torrent, but not before then unless you have extremely deep pockets.

I can confirm that Power Torrent do proc on holy priest's Echo of Light! So if you are a raiding priest with holy spec, you will probly proc closer to the 45sec CD more often then other classes in raids. Echo of Light is this enchant best friend. <3
This what the proc gave my holy priest:

On my priest it gave 8032 mana, but this depends on what metasocket or talents you may have. Considering that this buff is up every 5th~ tick of replenishment and that it gives 80~ mana extra. Remember that replenishment only ticks every 10sec now after the nerf..
If the 117 mp5 ticks 2 times during the 12sec buff duration and the 80 extra mana tick from replenishment, power torrent would then provide 314 mana every time it procced, which is 31,4 mp5 if it would the enchant would proc every 50sec.
This is simple math, but it shows that the enchant does not provide alot of mp5. Heartsong does provide more mana then Power Torrent. But to be honest, it is not as sufficient as we would like to expect.
In a 5min fight you would gain about ~2k mana from Power Torrent and ~5k mana from Heartsong (~7k if you are holy priest with 40% ekstra manaregen from spirit) . If mana isnt an issue I would prefer to have the ~2k mana and the spell power + crit proccs, even as a healer.

According to wowhead, the proc chance for this is actually 20%, not 33%.
Power Torrent (DND)
However, because this procs from damage/heals rather than casts, it will probably proc almost as soon as it is off cooldown, particularly for classes with a lot of dots/hots.

2 fiends per fight with both being used during a PT proc and the second with a PT proc and Hymn of Hope plus a rapture on every proc. Definatly the way to go for disc if you are good at CD management. If your lazy Heartsong.

Despite the high material costs, this only grants 1 skill-up. I guess Blizzard forgot about us Blood Elves who can level an additional 10 levels, meaning we still benefit from skill-ups from this, and other high-level recipes.

This is still the best Heartsong vs. Power Torrent theorycrafting I've found for Resto Druids, however I feel it is partially based on a couple of flawed assumptions.
1. Skribs' proc-rate calculations are too conservative for us.
If you look back at his post you'll see that he's assumed one heal (one chance to proc) every two seconds, hence Heartsong's 20-second ICD + four 25% chances @ 2 seconds each = 28 seconds between procs, and Power Torrent's 45-second ICD + three 33% chances @ 2 seconds each = 51 seconds between procs.
But one chance to proc every two seconds simply doesn't reflect reality for a class whose healing style is based largely on fast-ticking HoTs. We should be getting those four chances to proc in just a few seconds.
I tested Heartsong's proc rate by rolling Lifebloom and Rejuv on a single target and casting Regrowth every three seconds or so. With 30 samples, my average time between procs was 23.2 seconds, giving an uptime of 65%. In a raid-healing situation, where you might have additional Rejuvs and even a Wild Growth ticking, the uptime could be even better.
In Fenrisulvr's example, 54% uptime = 108 Spirit = 70 in-combat MP5. For Resto Druids, I think it is more realistic to assume 65% uptime = 130 Spirit = 84 in-combat MP5.
Power Torrent should also proc more quickly than assumed (I would estimate 48 seconds, not 51), but this is less significant because of its much longer ICD.
2. If you time your Innervates around Power Torrent, then by definition you're not using them at what would otherwise be the optimal time.
Say you have a 120,000 mana pool and cast Innervate on yourself. It gives you 24,000 mana.
If you Innervate yourself on cooldown (every 180 seconds), that's worth 667 MP5.
If you wait for a Power Torrent proc, your Innervate gives you 25,500 mana, but remember that you're WAITING -- you can't use Innervate on cooldown anymore. If proc-hunting makes you wait 24 seconds on average (seems reasonable given a proc every 48 seconds), in other words if you cast a boosted Innervate every 204 seconds, that's worth only 625 MP5.
The break-even point is roughly 11 seconds: 24,000/180*5 = 25500/191*5 = 667 MP5.
Now if you're so keenly aware of all your procs and cooldowns that you know exactly how long you'll have to wait for a proc in advance, you can then choose to wait or not. To me this seems entirely unreasonable "in the field." :)
Therefore, I think that even for skilled players, the "untimed Innervate" figures are much more realistic.

. Power Torrent is the clear winner.
Shaman: Go
Heartsong
or go home. Shaman have mana issues, every single piece of shaman equipment (bar trinkets) should have spirit on it. Plus unlike
most
trinket
on-use/procs, this DOES affect
Mana Tide Totem
.
Paladin: Similar to Druid, this class rarely runs out of mana. Most of it's
means
of
mana
regeneration
are based on the total pool so
Power Torrent
gives them the edge.
Priest: Another class with regeneration based on
total
mana
,
Enlightenment
makes
Power Torrent
the absolute winner for Discipline. For Holy it comes down to preference. Holy tends to consume more mana than Discipline henceforth the constant mana pump from
Heartsong
might be preferred.
Other more things to keep in mind are
Replenishment
and
meta gem
,
Power Torrent
benefits those while
Heartsong
does not.

I can't get why no one uses Combat Regen formula based on intelligence. Considering i have something like 6000 int unbuffed on my druid, using Heartsong i have around 75% uptime and 135mp5, so we can assume i gain something like 1215 mana in 45 seconds. On the other hand using Power Torret (45s ICD and 12s Uptime) you gain at least 195 mana with Revitalize proc, and keeping in mind about Furor 3/3 and about metagem Ember Shadowspirit Diamond, PT will grants 9791 extra mana pool and 81mp5 based on combat regeneration provided by INT.

-Power Torrent:
Revitalize proc with Power Torrent = 195 Mana
Total mana gained from 81MP5 in combat for 12sec from 500 Int = 194 Mana
194 + 195 = 389 Mana Gained in 45 sec
-Heartsong:
135mp5 for 45s uptime = 1215 Mana
Heartsong for droods IMHO Win
Also. you can use the tecnique of Timed innervate like Fenrisulvr said and this would put Power Torrent ahead Heartsong, but while fighting a raid boss, waiting the PT procs could make you waste a lot of time untill waiting the next proc, so untimed Innervate would be more realistic.
p.s. This is my first attempt to calculate power torrent vs heartsong and i could be wrong missing something on my calcs, feel free to up or downrate my explanation but at least tell me why and what you think. Thanks

Despite the great proc, good luck trying to transmog your Power Torrented staff. This enchantment is widely considered one of the ugliest in-game, and it shows, too. It can hide the aesthetics of any staff and turn it into a giant sparkler.
