Bee Gees recorded a song "Lonely Winter" in 1969 that kinda relates to this spell (I do not believe it is a reference to the song, however). If you take this talent you may miss your water elemental and think of the lyrics:

Q: How is Lonely Winter intended to interact with icicles and Glacial Spike? Should you be getting icicle dmg * LW modifier being added to Glacial Spike, or is LW not intended to interact with glacial spike.?

There may be a bug here, but the intention is...

Suppose your Frostbolt does 100 damage, and you have 40% Mastery.

Frostbolt does 100, Icicle from it does 40 (or 200/80 if the Frostbolt crits).

Suppose your Glacial Spike base damage is 500. You do 5x Frostbolts, 2 of which crit. You have 5 Icicles, totalling 280 potential damage.
Glacial Spike does 780 (or 1560 if it crits).
Yes, this does indeed mean that the Icicle damage benefits from crit twice.

Now, suppose you take Lonely Winter.
Frostbolt does 125, Icicle from it does 125*0.4*1.25=62.5 (or 250/125 if the Frostbolt crits).

You do 5 Frostbolts, and again 2 of them crit, for a total of 437.5 potential damage.

Glacial Spike still does 500 base damage, so does a total of 937.5 (or 1875 if it crits).

Q: In regards to the interaction between Lonely Winter and the trait It's Cold Outside, is there an increase in Fingers of Frost proc rates when Lonely Winter is talented? If so, how much?

Lonely Winter Pros and Cons :

Pros :
+ designed for PVE End-game
+ role-play talent " I'm a frost mage but I'm not like Jaina. I don't need Water Elemental to help me around." (etc)
+ more raw damage
+ good synergies with Glacial Spike

Cons :
- less control (no Freeze)
- less FoF proc control (no Water Jet)

For leveling, I suggest of NOT taking it.
For PvP, it will depend on the balance between Control (freeze), free poke (Water elemental's damage) and damage (Lonely Winter).

If you have a water elemental out when you take this talent, it will gain a red tint and die with a gore sound effect.
