This is part of the 外域渔夫 achievement, and the pools can be found in 泰罗卡森林, which gives a chance of looting a 钳子先生 which grants three wishes to the user.

This is the pools you fish for Mr. Pinchy to get Mr. Pinchy's Magical Crawdad Box achievement.
The chance to get it is roughly 0.02%.

I broke the rules of math and got it on my 2nd cast, right after getting Sea Turtle up in Kun Lai.

I am not entirely sure whether there were some changes in the loot chances but I got Mr. Pinchy from the first cast and the first use gave me the Magical Crawdad Box.

Can anyone confirm any changes?

Can't see the schools at all?
Probably you have the "Liquid Detail" level (ESC: System) set to Low so the placeholder texture covers them.
Change that setting to at least Fair to turn the water generation on and get rid of the shroud.

I've been spending the time between pre-patch and Legion working on some of the older fishing achievements. Here's some tips for cutting out some time while working on the rarer fish from 湖泊垂钓师 as well as, 钳子先生的魔法龙虾盒. My fishing skill is maxed to 700.

Specifically, the following 3:
金鳞卖店鱼
粗斑魔尾鱼
钳子先生

Initially I started out at Serpent Lake in Zangarmarsh just trying to get the last 2 fish I needed for 湖泊垂钓师. After a couple days, I finally got a single 粗斑魔尾鱼, but still no 金鳞卖店鱼. After further research, I discovered 高地杂鱼群 would be my next stop. I ended up with 5 more 粗斑魔尾鱼, the 金鳞卖店鱼 and a 钳子先生 30 mins later.

So if you need these 3 items, skip Zangarmarsh and go to straight Blackwind Lake in Skettis. You at least then have a small chance at all 3 items without much moving around.

Skill: 700+330 (1030)

351 casts:

狂暴龙虾 - 206 caught: 58.7% drop rate
金镖鱼 - 89 caught: 25.3% drop rate
水之微粒 - 15 caught: 4.3% drop rate
雕文卷轴盒 - 14 caught: 4.0% drop rate
奇怪的箱子 - 12 caught: 3.4% drop rate
巨刺鲑鱼 - 11 caught: 3.1% drop rate
粗斑魔尾鱼 - 3 caught: 0.9% drop rate
钳子先生 - 1 caught: 0.3% drop rate

It's just unbelievable i got mr. pinchy on my 3rd cast!

In the lake that resides Dampscale Patrirarch.

1 Golden Darter
1 Furious Crawdad
and Mr. Pinchy

Also he granted me the box at first try.

Cooldown for his three wishes is now 4 hours and if you have more than one in your bag they share the same cooldown.
