If you're on your third alt (like me) and are just fed up of doing dailies, farm these guys and get a group for when the Warbringer spawns. The Warscouts drop Insignias that give 1000 reputation without bonuses, and the commendation doubles them. The warbringer drops 3 insignias, a bag with materials like gems, ores and enchanting, a bag with gold/items/pets and the possibility of an epic item.
Supposing you're a human you'd get 2400 reputation from every insignia you get, that's 1 day worth of dailies(or more, depending on the reputation). The insignias I've gotten are Shado-pan, Golden Lotus and Klaxxi. I've yet to see if August Celestials/Order of the Cloud Serpent insignias drop. I will edit post if I find out more about it.

When we killed a warscout in Kun-Lai summit, right after he died another one spawned. So i would recommend farming these while the spawn rates are still absurd.
Edit: these guy can wander all over the place, i found one in terrace of ten thunders in Jade Forest!

i met some scouts in south west jade forest, and even in west kun-lai so. :3 good luck hunting

Both warscouts and warbringers are soloable by hunters if kited around though it will take a while for the warbringers.(concussive shot on cd and spam arcane shots and cobra/steady shots; misdirection on adds when you can't intrerrupt the spell)

I found one just wandering about on his own,so I'm just adding this piece of information here:
Somewhat easily soloable by an iLvl 420 level 87 Blood DK in mostly DPS gear (one or two tank items), Swarming Cleaver of Ka'Roz. (Never attempt this in Frost spec at 87!) The mob had the Horrific Visage, Scarab Swarm and Thunder Crash abilities.
The tactic is failry simple: Keep up your Blood Shield,

Found one in Townlong (around 36.88).
Frost mage. 490GS.Took 2 attempts to put him down. He summoned 10 Scarabs (39kHP each) and 1 Ghost (around 3 m.hp). I suspect those spells arent interuptable. The best way for any ranger class is to slow the scout and all his adds. The scout goes down reasonably fast, and I wouldn't say he hits hard. The worse part is the damage from his adds and ground effects. Scarabs can be easily killed with AOE. Besides make sure to find a good spot for this encounter and kill the mobs around.
PS Next day I killed 2 on my Shadow priest with no problems. Instead of Spirit Ghost there was Meteor Rain that is quite harmless.

Just thought I'd add some tips based on my experience soloing these as an Assassination rogue (iLvl 480ish).
First and foremost, make sure the area is clear of other mobs!
Stealth and open with Ambush, then build to 5 combo points.
Use recuperate.
Continue fight as usual (SnD, Mute + Envenom)
Save Kick for when he casts

As soon as scarabs spawn, fire off a couple Fan of Knives to get to 4-5 combo points
Use Crimson Tempest

Most of the scarabs will die off from poisons and crimson tempest (which has the added bonus of refreshing your recuperate and SnD); otherwise, another FoK or two should do the trick. You should never need to single target the scarabs (they don't hit that hard). Just try to get them down quickly or they can stun you - which is bad if a spirit or thunder crush is incoming.

- just deal with the meteor shower (they are fairly easy to avoid). For either, you can:
Use Gouge when the cast starts to interrupt it. The boss will usually start to re-cast it immediately after gouge wears off, in which case you can then use Kidney Shot to interrupt it again (and use that time to bandage up if needed). Depending on the length of the stun, the boss will most likely just move on to his next ability. In some cases, you can keep him nearly stun-locked for the harder abilities. Just don't waste them on

, because if you're close enough to him to interrupt, then you're close enough to get out of the way :)
You can use Blind on the spirits if you're unable to interrupt them ... just be sure to back away so that you don't hit them with AoE.
I tend to save Shadow Blades for Scarab Swarm as well - just to help build up to 5 combo points quickly if I was low on energy when the cast started.
I've also found that fighting them on level/flat ground helps a bit. Fighting on an incline makes it harder to see where the meteors are going to hit and can obfuscate the spell effect for

Remember to keep up Recuperate, and it should be a fairly straightforward kill.

I'd say farming these is much more efficient than hunting for Warbringers, if you don't need the mount, and would rather just want fast reputation increase.
Warscouts are tough, but would cause no problems to any class/item level that can solo normal rares. Soloed them as 482ilvl hunter and 473ilvl demo lock, had absolutely no problems, even when accidently pulling random mobs in the area.
Warbringers have a longer respawn, require a minimum of 2 ppl to take down, and take ~10 minutes of intense struggle even when in a group. While they drop 2-3 times more tokens, you'll have to roll against at least one more player for them, and are likely to win nothing (both times I killed Warbringers in 2-man group, I managed to win all 3 tokens and 1 of 2 bags, while I consider myself lucky, I understand why the other person was pissed off at RNG and could imagine myself in his place :P)
Oh, and ignore the pterodactyl in the warscout/warbringer spawn area. It's just a marker, and drops nothing valueable.

Horrific Visage is an interruptable Fear spell. None of the warscout's other abilities can be interrupted, so don't hold back from this one.
Scarab Swarm spawns, well, a swarm of scarabs. These are weak, low health adds, but they can be trouble in large numbers. AoE them down quickly.
Thunder Crush is an AoE attack in a frontal cone, indicated by blue smoke on the ground. This is similar to the mantid rare spawn attack "Blade Flurry," but over a larger area. Simply move out of the spell effect to avoid; strafing out may help if you're having trouble with latency causing you to take damage even when moving out of the way in time.
Meteor Shower is sort of an AoE aura, except that rather than simply pulsing steady damage from the caster, meteors fall out of the sky in an area centered around the caster. This AoE moves with the Warscout, so the easiest counter is to root, stun, or snare him and move out of range for the duration of the spell's effect, though you can also just dodge the meteors if you're feeling confidant.
Vengeful Spirit summons a slow-moving ghost with a devastating melee swing. The ghost can be killed, but it's much better to simply run from it, as it moves slowly and despawns after 20 seconds.
Warscouts will have three of these five abilities at random. Which abilities they have can be seen based on the buffs under their target frame, so plan your attack accordingly ahead of time, especially paying attention to what kinds other mobs are around, as you're likely going to cover a fair amount of ground in the course of the fight depending on which abilities you're up against.

I love these rares because they give me something to do while camping the

in Townlong Steppes. Maybe it's a coincidence, but every time I am waiting for the Warbringer to spawn (at least in this zone), I kill exactly two Scouts, putting each one at roughly a 20 min spawn every time. Usually about 10 minutes after the second Scout kill, the Warbringer spawns. This specific Scout always spawns for me right next to or on the Warbringer spawn point in Townlong. Coincidence or not, I don't mind one bit.
Also, no matter what class you are, don't sweat it. As long as you can kite the Scout away from the meteors and spirit, and as long as you can AoE down a small group of tiny scarabs, you will be perfectly fine to kill this rare. (: It does a frontal lightning cone type move too, but it is really easy to avoid, and you can interrupt his

spell or break it if you couldn't interrupt him in time. (Trust me, it is
much
easier than I make it sound.) It is the exact equivalent of a mini Warbringer fight, and you have a chance at getting some rep and a little loot bag.

It is soloable at level 89! I just did so on my Protection Paladin (I have 300k health and my ilvl is 431)
I found him in the Dread Waste and his abilites were Horrific Visage, Meteor Shower, and Thunder crush.
I also had the Iron Mantid enchantment on at the time which helped a lot!
Okay so the first thing I did was waited for him to get near a clear area - I didn't want him to be too close to the Mantids in the area or close to the Yak's nearby as I worried my AoE's would set them off.
Horrific Viasge:
Pretty straight forward - I made sure to Rebuke him whenever I saw him casting it - or if Rebuke was on cooldown I used Avenger's Shield which also worked.
Meteor Shower:
I ran a simple circle around him to make sure I wasn't hit by any of them - I didn't want to stray too far because I noticed that he tended to cast Horrific Visage just after this.
Thunder crush:
I don't know if this is the same for level 90's but if you get hit by this attack at level 89 - it will more than likely one shot you or knock half of your health off at the very least - it takes a bit for him to cast it though - more than enough time to move out of the way!
The fight too about 15-20 mintutes and he dropped ''Stolen Golden Lotus Insignia" and "Small Bag of Zandalari Supplies'' Which contained

If you are a hunter, wait until you're 90 and have some pretty decent gear. I solo these guys a lot, and generally don't have too hard of a time with them. Here are some tips. :)
-Use a Tenacity Pet, or a Spirit Beast: The extra heal from a Spirit Beast is wonderful, but also having that extra healing absorption from the Tenacity specc'ed pet helps as well. Just depends on if you want that Thunderstomp to aggro nearby mobs or not!
-Keep Mend Pet up: I fortunately have Mend Pet on my num-lock keypad, and am used to using it while killing Direhorn Hatchlings.
-Scarab Swarm: Spam Multi-Shot, as they don't have a lot of health. I've kept them alive a couple of times before and tried to avoid them, but they were a real bother.
-Vengeful Spirit: Those things aren't as bad as people would think, but I wouldn't recommend messing with them. They're very easily kite-able without a Frost Trap or Concussive Shot, as they move very slowly. If you leave them alone long enough, they do de-spawn. If they get too close, just Disengage. It's especially helpful if you've specc'ed into Post Haste or Narrow Escape.
-Meteor Shower: Sometimes it's hard to avoid those meteors, but the important thing is, KEEP MOVING! Sometimes, though, you're able to be just out of range of the meteors and you don't have to move at all.
-Horrific Visage: Pretty sure my pets are annoying with it, as are those without pets to eat the fear. In some cases it's a perfect opportunity to get some distance on a Vengeful Spirit.
-Cooldowns: To kill them faster, I burn Stampede and Murder of Crows. I also tend to keep Beastial Wrath on cooldown if my pet is having difficulty taking hits.

The Zandalari Warscout is easily soloable by many classes, including DPS Warriors.
Just use Second Wind (if you haven't specced it already), watch out for the meteors, kite the Warscout when the Vengeful Spirit comes up, you can even backpedal the mob while hitting it just to avoid the spirit.
Then just interrupt his Horrific Visage whenever he casts it, it makes the fight alot easier.
Other than that, just avoid his stuff such as his Thunder ability, and avoid AoE down the Scarab Swarm he may possibly have as an ability, with a Bladestorm or anything.
Really easy, might require decent gear due to less damage taken. My ilvl as of now is 493 but I think it should be soloable by most warriors no matter gear. Second Wind is a must though.
I also noticed that it is possible to delay AND interrupt the Vengeful Spirit ability, if you back away while he's casting it, then charge at him, he gets stunned, then will cast it again, but there's a chance he'll stop casting it after the 2nd charge. Of course you need to spec the Double Charge ability.
Not absolutely necessary but if you find kiting troublesome it's worth a try. It's a real easy fight!

Yeah, I can agree that as a hunter with a 470 gear average, he's not at all difficult, really comparable to any of the other rare elites in the Dread Wastes where I happened to find him.

Had hard time soloing with the compo Vengeful Spirit and Thunder Crush. Since I coulndt run behind him (he usually cast Spirit before using TC), I kept being hit when running to the side, regardless where I ran, usually I was nowhere near the ground effect but the full damage still hit me.

Soloable as Discipline Priest. I had 502 ilvl. Used Fear Ward, and Mind Sear for scarabs. I had Void Tendrils up most of the time, and I tried to stand quite close as he does this frontal cone ability. I 'only' got a Shado Pan insignia granting 1000 rep.

The Dread Wastes, Kun-Lai Summit and Krasarang Wilds Pins on the map are inaccurate. Yes you will find them there, but there are missing locations that I have seen them that are not on the map. They were there about a month ago, but whoever updated the map, did not put the full areas in.

Just solo'd one of these guys as an 88 WW Monk (ilvl 417).
While my particular one had Fear / Meteor / Thunder, I imagine that all of the abilities could be handled in the same way for a WW.
The key is Paralysis. You're going to want to have this in a convenient location and ready to use. Any time you get to 50% HP, hit Paralysis and start healing. Chi Wave / Expel Harm do not break Paralysis, so prioritize using those to get extra damage out, and then just spam Healing Sphere's until you're full.
Fear - Interrupt with Spear Hand Strike
Thunder - Just move out of it
Ghost / Meteor / Scarabs - Hit Paralysis and deal with the mechanic, and then heal up
The experience gained was comparable to killing an even-level rare spawn, so it's "worth" the time it takes to bring them down.

The first time I discovered these rares was while I was leveling my
86 frost mage
. I could have finished him with one arm behind my back.
These are a joke for any ranged.
All it was going to take was a bit of time and the only thing I had to do was kite in a large circle and easily avoided thunder crash. He never even got close to touching me.

and that's all it changed; I still got loot and moved on to questing no prob.
Therefore, I'm assuming you can use any 'guard' NPCs for help, after you've tagged the rare!
(even though, you shouldn't need the help - unless you're melee)
Just a side note if you use a guard npc for help: be especially careful not to piss them off or your recruit will change sides! xP

Apparently at least two can be spawned in the same area at a time. I had one walk by today while I was already fighting one.
After further testing it looks like they actually spawn in pairs, or I'm suspiciously lucky. Apparently a low pop realm on a Monday morning is at least good for learning something.

Hi I'm totally new to the game, a level 90 hunter with Beast Mastery. I've actually never played 3D video games before to speak of so I'm having a difficult time getting used to stuff. I've been trying to take on one in Kun-lai Summit and it seems my biggest problem is that I can't kill off the scarabs before he sends more so I end up spending more time trying to kill scarabs than focusing on the war-scout.
Any tips for this?

Blast away until you have 3-4 ember stones.
When scarab swarm comes, Fire & Brimstone + Conflagration = 1 shot on the scarabs.
If you get a Warscout that has the spirit summon buff, your minion will be killed within 3-4 hits from it (not always, though). Always have an ember stone ready so you can instantly summon the voidwalker again.
If/when your minion gets feared, it may pull other adds... don't freak out. They barely scratch your voidwalker. Ignore it, focus on the warscout until it is dead.
Enjoy the loot. If you're exalted with everything, send the rep boost items to your bank toon to hold onto it until you have an alt you want to give it to.
Edit: With Kil'Jaeden's Cunning spec'd, this is made infinitely easier by aggroing the spirit and running while dpsing.

Funny thing happened for me today. While i was on my way to temple of the red crane i accidentally pressed my target macro and to my surprise i targeted him. Now the weird part is that he was around 58,28 which is on the other side of Krasarang Wilds.
Now i can't even do my dailies without spamming that target macro in hopes of one popping out of nowhere lol.
I'll upload a proof screenshot with coordinates later.

Soloed with lvl 88 elemental shaman today, resto geared (had elemental spec just for doing guest abit faster than resto)
It was slow, but not that hard. Only tricky part was avoiding getting one shotted by the meteors. I just spammed LB while strafing and keeping him in distance with earthbind totem root and thunderstorm. Occationally dropping earthquake and magma totem to get some dps on scarabs.

For anyone killing the warscouts/warbringers in Dread Wastes, use the Klaxxi Enhacement "
Children of the grave
" if you have completed far enough in the Klaxxi questing to have it. If there are adds nearby or they are using the Scarab Swarm ability, it will proc off them and will do a high amount of damage depending on how many proc. It makes killing them go so much faster.

I find killing these in The Dread Wastes extremely easy when using the Children of the Grave klaxxi enhancement. Depending on your luck, but each explosion does about 160-170k damage, and you are gonna kill the scarabs anyway.
Add the Master of Puppets augmentation to control a Vor'thik Dreadsworn makes it even easier as it cleaves 50% of it's hp in matter of seconds.
Being Revered with the Klaxxi will grant you the option of Raining Blood klaxxi enhancement. If you are a class with lacking AoE dps, this enhancment will make it very easy for you. After 5 stacks, it will deal 190-210k dmg and stun nearby enemies. Really useful for a Rogue, like myself.

It appears that each Scout has a higher chance to drop an insignia that corresponds with the location they are in, i.e., a scout found in Townlong Steppes will have a higher chance of dropping a Stolen Shado-Pan Insignia, a scout found in Dread Wastes will have a higher chance of dropping a Stolen Klaxxi Insignia, etc.

It is also worth it to note that the Scout that patrols to the west in Krasarang Wilds travels past the Ruins of Korja (Northwest of Dawnchaser Retreat), and the Scout that patrols to the East follows just into the treeline along the east coast.
Each scout in each zone (there can be up to 2 scouts at a time) travel along two
separate paths.

I am not sure if this can be confirmed.
But, it seems like over the weekend of 9/7/13 15minute restarts, they may have lowered the drop rate on the Big Bag of Zandalari Supplies.
In the last 53 kills, I have seen 3 Big Bag of Zandalari Supplies.
I have not had one drop in the last 28 kills and counting.
The last 28 have come today.

Be forewarned - apparently the Warscout is tethered, I assume to wherever he is when you engage him, because when I was beating him down, he evade bugged and reset. Really, REALLY annoying.
During my short fight with him, he feared me several times for 6 seconds each time. On the third or fourth fear, I was feared far enough away from the original spot where I engaged him that apparently I went too far away, even though he was standing right on top of me hitting me as I ran uncontrollably during the fear, and before I even came out of the fear he evaded and reset, ending the fight. Really stupid, really frustrating, really annoying. Nothing I could do about it.
I engaged him again and the same thing happened. He just fears you too far away and resets every time I try. Which was only 3 times because it got old. So unless you're a class that can continually do something about the fear, not just once or twice, I imagine this is going to happen to you and prevent you from killing him solo. At least the variety that has the fear ability. Makes him impossible to kill.
Oh, it's also worth noting that on another occasion while I was soloing him on my hunter in Krasarang Wilds, much to my surprise, ANOTHER Warscout snuck up on me and engaged me. So that I was fighting TWO Warscouts at once, hand to God. Needless to say it was too much and it killed me, even though I had the first Warscout down to about 25% so it was really disappointing. So two Warscouts paths crossed in the middle of Krasarang Wilds on the shore. And of course this means there were 2 Warscouts spawned at the same time on the same server. Weird.

After 4 tries with my Warlock, I got him down to 12% but at some point during each fight, he would one-shot my VW, no matter what the VW's health level was, and in the last case, I had just finished healing him, so it was 100%. At that point, I'm not sure what else to do. He is randomly immune to some things and not to others. Once I was able to fear him but the second time it had no effect.
Clearly he is tethered and it appears to be random in the sense that he will randomly reset wherever he is along the road. I realize that some people have called this an easy fight and I bow to their superior capabilities. But I didn't get a half-dozen classes to 90 killing butterflies and squirrels.
If you do take a shot, some things to watch for: 1) Don't attack him when he is anywhere near the flying guys from whatever Star Wars movie that was. They will consecutively fear you and the fight is over until the fears wear off; it only takes about 20 minutes. Wait until he is relatively alone. 2) He has a Vengeful Spirit or some such which can be a real pain if it gets to you but it moves very slowly. Just run away from it. There's no point in wasting time or effort on the Spirit - focus on the schmuck with the soiled pants. 3) He starts throwing burning boulders or something like that at you and you can outrun those as well. There's a lot of running in this encounter, which is why I believe the Designers felt they could get away with the random resets - you'll just think it's your fault. Run out of coffee that day, guys? 4) I know you plate guys feel good about your armor but Old Dirtypants hits pretty hard. Don't take those leftover armor pieces from A Knight's Tale for granted - kill him as quickly as you can before he resets.
The reset might not be completely random - it could be on a timer. Warlocks kill slowly and I spent a lot of time running from the Spirit, the flying bubble gum chunks and whatever other beauty-contest winners happened to be in the area as well as kiting him. He might have reset because he got tired of chasing me. No appreciation for "Float Like a Butterfly, Sting Like a Bee." Rares just have no breeding these days.

On mop trial and the scout can be soloed by my L85 SV hunter, ilvl 415, 6.8% hit n 6% exp.
Gorilla pet 134k hp, spirit bond, can get unlucky but stay at distance I get rez pet before scout in melee range
So far has down two, each with 3 or 4 tries, one spawns little adds one spawn spirit. explosive traps n two multi take care of the adds, and spirit barely reach me in range (with mend pet aggro).
Not something I'd try on my ilvl 420 ish L85 lock...

Ive been trying to solo the warscout in krasarang and he alone isnt that hard, its the VENGEFUL SPIRIT thats a #$%^&. As a ilvl 525 assass rogue (pve geared) i have no prob with the scout, even when i interrupt the summon vengeful spirit he will immediately cast it again. From my earlier attempts thru trial and error ive found the vengeful spirit has a shadow attack that hits very hard, so on my 4th attempt i used cloak of shadows, even with it up the shadow shot me for 290k as if i didnt even use it. Seriously, that vengeful spirit is a B I T C H and even if i counter, the mechanics doesnt even matter. I would say casters via bubble or plate wearers should have an easier encounter.

This guys wouldn't be hard to solo as a hunter at all if it weren't for all the bugs. I can be standing RIGHT NEXT to my pet and it won't let me cast mend pet sometimes because it says the pet is too far. Also, pet will lose agro out of the blue for no damn reason.
Also, out of the blue the guy will evade all of my attacks and run back to his spawn point and reset the fight. Totally not worth the time or effort until they fix the bugs.

Easily soloable as a BM hunter.
Set your pet on ferocity, but keep growl on.
I chose a corehound for my use.
Open with a full stack, lust, stampede etc.
When he summons the spirit, ignore it, and avoid it.
His AOE is easily avoidable, so no worries there.
When he summons scarabs, use Barrage (lvl 90 skill) It should kill them all, if not, finish them off with multi-shot.
Since the total CD of this attack is 5 minutes (stampede), all of your abilities should be ready by the time of your next fight.
I easily flew around Pandaria, fighting each warscout.
By the time you get back to an area, it should have respawned, therefore making an efficient and easy way of farming rep.

As of today, it appears that the drops have been nerfed down to 1 Rep token per kill.
I have killed 3 Warscouts so far on this round, and none of them have dropped anything but the 1 Rep token.
Edit: 4th one had 1 token and 1 Small Supply bag, so the supplies probably haven't been completely removed, but the chances of getting one has been drastically reduced.

Alright, I've solo killed about 5 of these and group killed about 2, because I only kill them when I'm actually in the zones, which is rarely. Here's what I've come to discover, about the drops, and the actual NPC abilities.
On my 502 geared druid (err. misleading. I have healing gear from 502-528, but all my actual gear that I use is 489, so roughly 489 dps geared guardian druid), I soloed one recently, and killed another with a pally who had already tagged the mob, but was kind enough to invite me.
Both of these kills were RIGHT NEXT TO THE SHADO-PAN GARRISON, in Townlong Steppes. This is important, since both of these kills rewarded Big Bag of Zandalari Supplies, and a SHADO-PAN reputation item.
I'm thinking (theory only) that where you kill them determines what rep might drop...? If you kill a Scout in Dread Wastes you might get Klaxxi rep? Maybe it's completely random, or maybe not.
If it isn't, this is a good way to farm specific rep, not general kills.

Perks for playing on a unpopulated server. It is highly possible to find all the Zandalari Warscouts spanwed at any time or day. 2 weeks of farming and I have been able to fill 2 tabs in my guildbank with various usable materials from
Big Bag of Zandalari Supplies
and
Small Bag of Zandalari Supplies
. Also been able to reach Exalted with most factions completely from scratch using the Stolen Insignias
In Krasarang Wilds the Zandalari Warscout will spawn on the small small island just south of the Temple of the Red Crane, and will partol in two directions.
Heading east, patroling the wilderness east of the temple close to the shoreline. Reaching the fishing village the warscout will start heading north towards the west side of Ruins of Dojan. Following the road around the ruins.
Heading west the Zandalari warscout will patrol in the wilderness heading for the riverbank. Following the shallow water to the road just north of Dawnchaser Retreat. He will continue following the road towards west, somtime walking through the Ruins of Korja, otherwise following the road north of it.

Just solo'd one of these as a lvl 88 frost mage. he had the fear/spirit/thunder clash setup, the TC wasn't hard to avoid the spirit helped for killing him though because of the nether tempest. the fear was a bit annoying but otherwise a fairly easy (if not lengthily) kill

After about 4 resets due to that stupid fear, I was able to solo him on my pvp priest. Just kite the hell out of him, find a nice circle path with no other aggro-able monsters and kite kite kite. the only thing that ever really did damage was that purple aoe. And after all that he only dropped a rep badge I didn't want =(

After searching for and killing a large numbers of these guys for rep insignias for my alts I have discerned the following:
the wowhead maps showing kills do not represent the full paths, or even spawn locations of these warscouts.
I cannot confirm this 100%, but the warscouts usually appear to spawn AT the location of the warbringer, and begin by moving away from him, as if the warbringer were sending out scouting parties.
In every zone except Jade Forest I have personally witnessed multiple warscouts out at once. Generally one will go one direction along the path and the other the other direction. If we assume their spawn times are random offsets from the time they were last killed, then there is no guarantee that multiple scouts will be out at the same time, but often they are.
It seems that 5 to 15 minutes is a reasonable assumption of their spawn interval, but it could be up to 30 minutes.
I suspect that warscouts do not spawn when a warbringer is engaged. Twice after clearing warscouts I have soloed warbringers with my prot pally in epic battles that lasted 20 minutes (it takes me about 8 - 9 minutes to solo one with prot dps and in both cases the warbringers reset with < 10% health remaining when I was feared out of range). In those 20 minute battles warscouts never spawned on me.
Nevermind, I've since confirmed they'll spawn right on top of you in Townlong Steppes while fighting a warbringer. This does imply that warscouts can have spawn intervals at least as high as 20 minutes.
In Karasang Wilds I have killed one warscout in the far west, southwest of Sentinel Base Camp where the road splits.
Unless there is a chance for a nearly instant respawn, this was NOT the same warscout that paths around the Temple of the Red Crane to the west because I had JUST killed that warscout less than 1 minute before finding this one. This indicates there may be an alternate or additional spawn point in the west of Karasang Wilds that doesn't show up on any spawn map I have seen.
This is the same warscout that spawns near the warbringer south ot the Temple of the Red Crane. He will follow the road all the way out to 18/42 where he turns south at the road sign, loops around the tree and then heads back to the western side of the temple and island with the warbringer. He'll then turn around patrol back to the far west of Karasang.

Just solo'ed one as a BM hunter, ilvl 428. Not fishing for props but just wanted to give encouragement to those that just hit 90. You don't have to be decked out in epics to take him on. That would help, but I think more important is knowing how to play your class and knowing fight mechanics.
He had Meteor Shower, Scarab Swarm, and Vengeful Spirit. I had out a Ferocity pet (I actually forgot to switch to a Tenacity pet). The trick is to kite him every time he casts Vengeful Spirit or Meteor Shower. Oh and of course keep Mend Pet on spam. The Vengeful Spirit hits like a truck, but paths a lot slower than the Warscout so just kite the Warscout for a bit until the spirit despawns.
At level 90, the scarabs that are spawned don't really hit for much. A combination of multi-shot, explosive trap, and glaive toss should make quick work of them. If not, pop feign death if you don't want to be annoyed by them.
The meteor shower isn't that painful for your pet, but hits quite hard on your char. I recommend staying out of range/ kiting depending on what class you are playing.
Especially if your DPS isn't that high, kiting is the best advice I can give to anyone wanting to solo him. Make sure you know where you are kiting to! I followed the road to avoid other mobs. Good luck and trust me, it's a good feeling when you loot his dead corpse.
EDIT: Just killed my second one. ilvl 438 now. Still the best advice I can give? Kite, kite and kite some more. Make sure you give yourself plenty of space to move. You may need to clear adds ahead of time. I died once because I had 7 adds on me.

I noticed a few replies where people mentioned having a hard time, specifically a hunter or two.
I've solo'd a few of these now at level 88-89. ilvl 400-410. I was using a Tenacity turtle (Terrorpene, not that it matters.) and I am Marks hunter. I was using Spirit Bond btw.
So, aiming my comments at any hunters having difficulties soloing these at a lower level/ilvl. These are wonderful experience dumps and well worth it. Here's a few things I've learned...
First and foremost, if you have the time I strongly suggest clearing a battle area, the scouts haven't killed me, not once. I've died once and had to Feign Death and start over due to adds however. Doesn't have to be large if you're comfortable/capable of running em in circles.
One interesting tactic that has enabled me to kill these guys without my turtle dying is their ability Horrific Visage. When they fear, concussive shot, then Mend Pet. (Mend pet like it's going out of style but particularly at this time.) This turns their fear into a short recovery time for your pet since they cannot keep up. This also necessitates room to avoid adds so again, clear a space. Obviously they don't need their fear ability to utilize this trick, but it makes for a nice turn around if they have it; turning their strengths into your strength.
Stay out of range of Meteor Shower, fairly easy to do as a hunter. I let my pet tank em and had no worries.
Vengeful Spirit, make sure it doesn't go for your pet. There's a macro in the comments above to use as well. I personally haven't but I probably should. Keeps you on your toes but not terribly effectual against you. Don't waste your concussive shots on her, keep em for pet heals. They don't do anything to her regardless.
Scarab Swarm, I'm running with Thrill of the Hunt currently, when Scarab Swarm was cast I'd drop an explosive trap at my feet, fire off two steady shots (if needed) and Multishot spam them to death as they ran towards me. I didn't bother trying to Thunderstomp them onto my Turtle, I just nailed em down. As a cautionary tale, these things seem to add up, I've had two waves of them because I was sloppy taking em out. I highly suggest you deal with them as they come. I wouldn't like to deal with three at once.
If your pet ever dies, concussive shot, deterrence if there's scarabs/adds, revive, MEND PET, send it back in.
If you're doing this at a lower level expect to take a few minutes, Rapid Fire near the beginning you'll probably have it up again. If you have on-use trinkets I recommend macroing em in with Rapid Fire or something suitable.
Don't get cocky near the end, I ate a meteor when he was at 1%, thankfully didn't die but had to scold myself for getting sloppy with elation.

of course...as always with this game...I am 2k rep away from exalted with shado pan so I go out looking for these guys and the first one I kill drops the golden lotus rep..which I am exalted with, frustrating but at lest you get to hunt them down in several zones and they drop more than just one Factions rep.

Just found one at 25,45 in Krasarang Wilds... WAY off the "known" path for them in that zone according to wowhead and the addons NPC scan and Rare Spawn Overlay. Never seen one so far off course before and I've farmed them a LOT.

As of Legion update the respawn timer on these seems to be as much as 45 minutes.
I killed 2 in jade forest a few minutes apart and the first one spawned around 45 minutes later with a second appearing a few minutes after that like clockwork.
I will try and get more data and update this as I can.
Edit: Same two in the jade forest, I killed one and a few minutes later the warbringer spawned followed immediately by the second warscout. Set my timer and the warscout's spawned 50 minutes later (again within minutes of each other).

In Krasarang Wilds, killed 1 warscout at 39,67. 25 minutes later found another at 32,48 walking southeast.
I can also confirm that the 2 warscout spawns are independent of warbringer spawns (stationary).
In Jade Forest i found one at 53,25 and then 3 seconds later immediately found another at 52,20. So while 2 definitely spawn i think they are both on ~45 minute timers and most people just happen to kill both at roughly the same time.

Tips for hunting these.
1. Scouts appear before the Bringer. I've not seen them drop the mount, but that could be accounting for the .1% drop rate reported here. The reason these are important beyond rep tokens, is they help you set timers for war bringers at a 4% drop rate. So when multiple scouts go down you know time is getting short. I've seen scouts spawn in the order of scout/warbringer/scout, and scout/scout/warbringer. Never any other configurations have I seen. Regardless when they start popping it's time to sit park and clear the three and set timer for at least 30.
2. Being in a group of five to cover every spawn point is your best bet!
3. Remember that in old loot rules you cannot share tags outside of a group of 5.
4. Make sure you are not in a raid or you will not be able to loot.
5. As with all Rare hunting it is wise to use Add-Ons such as Silver Dragon for spotting rares and notifying you.
6. The spawn timers from my experience tend to vary, but one thing is for sure. After one point is downed you will not see anything for 30 minutes at least. So you can move to the next spot if doing this without full group. (keeping track of spawn times is essential for farming).
7. Something so many people forget. With looting you need tag or to be close. Best bet is tag as a group before kill. You should not body pull any rare and expect to hold it, TLPD, Aeonaxx, or these. Anyone swinging by can give you a bad experience. So to give yourself the tag without killing the rare it is imperative that you cast something on it that doesn't do damage. Below I will link my Macro I use for these guys. Note that my cast in the Macro gives me tag without dealing damage until my group can arrive. You can sub my dispel magic out with anything including a damaging spell for solo farming. Instant tag on target. Please believe this is very important. Especially in group hunting for important rares. An accidental kill will cause a lot of heart ache. Remember after you have tag to target only yourself so you don't accidentally auto attack it.

For anyone getting the phasing issues in Kun-Lai Summit, you'll have to finish the
