智慧勇士 is one of five champions of Ascended Council, can be found in 晋升堡垒.

Location: 53.57 88.01
Required for: 晋升堡垒冒险家
Rare drop: 晋升天鬃马

智慧勇士 and 4 others: 忠诚勇士, 纯洁勇士, 谦逊勇士 and 勇气勇士 are Ascended Council "rare mob".
To trigger the event you should ring all 5 vespers of Bastion within the short period of time (At lest few minutes, cant say how many exactly).
So you either need a group or have 5-6 own lvl 60 characters.
After ringing all the vespers a message will be shown for every player within the 晋升堡垒 that the council will arrive in Aspirant's Awakening in a minute.
Travel to 53.57 88.01 where you will see all 5 champions. They join the fight all together so the fight is only soloable for mythic geared characters.
Fortunatelly, you only need to low them down to 15%. After all of them defeated they fly away and Cache of the Ascended appears.

This rare is related to the Ascended Council rare fight of the 晋升堡垒冒险家.
And also related to the 晋升者集结
One of the hardest rares to trigger.

Can ask someone for a help, need at least 2 players to summon, probably 3 if you dont have Kyrian Covenant with teleportation network in Bastion

How to summon:

You need to wait for all vespers of 晋升者集结 to respawn
They respawn at the same time, ones in 1-2h
You will have only 5 minutes to ring all 5 vespers, so you need at least 2-3 ppl
Can solo if you have 4-5 alts staying near each vesper ring, relog, repeat, like i did in the video
Ringing all vespers in 5 minutes activates rare event and summons all the champions
You will see a message in the chat: "The Ascended Council has been assemble! They will arrive in Aspirant's Awakening in 1 minute"
Now you will have to go to the Aspirant's Awakening at the south part of the map

Fight with 纯洁勇士, 勇气勇士, 智慧勇士, 忠诚勇士, 谦逊勇士 is actually hard
You will need to put each champion with 150k hp to 15%
Hints:

If you are ranged, stay as far away from 智慧勇士, he will not be able to reach you with 智慧之雨
谦逊勇士 has Javelin Flurry stacking rent, run away from him, or just pull him as far as you can and come back to him later after you kill all the rest.

Reward is 晋升天鬃马

The respawn timer is about 1-2h hour.

智慧勇士 is one of the five champions part of the 晋升堡垒冒险家.
After defeat the 5 Champions loot the Cache of the Ascended, this cache have chance to drop the mount 晋升天鬃马.

How to get 晋升天鬃马:

ring all 5 Vesper of Bastion within the short period of time (need 5 players or 5 toons if you have)
go to Aspirant's Awakening /way 53,5, 88,2
defeat the 5 Champions 忠诚勇士, 谦逊勇士, 智慧勇士, 勇气勇士 & 纯洁勇士
after defeat the 5 Champions loot the Cache of the Ascended

The mount is NOT a 100% drop rate either. Did it just a few minutes ago and noone got the the mount. :(
