General info:

There are total 5 temple vespers across 晋升堡垒.
To ring a vesper you dont need specific item or action, just interact to it.
Every vesper has a cooldown so it becomes inactive after someone has rung it (even different faction player).
So, if a vesper is inactive for you - you should wait (cooldown is a hour, but need some reports to be sure).
There is a message appears in zone chat that a ring has rung.

Also if you vespers have been rung within the short period of time it triggers Ascended Council rare to appear.

I got the buff 晋升者挑战者 from Vesper of Humility.
You need complete 飞行课：远起高飞！ if the Pad to Vesper of Wisdom is locked.

To complete 晋升者集结 you have to find and use 5 vespers around Bastion.

The bell will be inactive if someone on the server used it before you, it's available for all players.
All bells respawn at the same time
The respawn timer is about 1-2 hour.
All bells become inactive after 5 minutes of 1-st bell pressed
If all bells pressed in 5 minutes it triggers Ascended Council rare fight of the 晋升堡垒冒险家

Currently, I'm still phased for some of the early Bastion quests even though I have finished them. And therefore I can't walk up the stairs to the Vesper of Courage. Amarth and Xandria is there just like in the leveling quest instead. Just me?

Party syncing with someone who had not done the Bastion quests allowed me to get passed the invisible wall and click on the bell. The mobs will be level 60 and you will be level 50 though so you might need to do some corpse runs.

Any idea what to search for in the LFG tool to be able to do this with someone? Do we search vespers, or the cheeve, or the mount? Been trying to find a group to do this, but not able to find a group.

Anyone else unable to ring the Vesper of Wisdom, Im thinking it might have to do with the WQ Flight School in same zone. Even after completing WQ I still can not ring the bell.

Read all the comments but nobody says where the rare spawns after the bells are rung. Anybody have info?

I was able to click Wisdom and then Goblin Glide most of the way to Loyalty and click them both in under the 5 minutes. I think if I was faster I could have got 3 done but they were my last two. Hope this saves someone some time, good luck!

Killing the council is unrelated to this achievement. Simply ring all the bells, aim for 2-3 at a time but this isn't necessary. Simply check the one's your missing and click them. War mode generally has them all up

Mount is not a guaranteed drop. Pretty complicated summoning maneuver forcing a spread out party in areas with very dangerous elites for a reward that will likely just be crappy anima.

YOU MUST BE LEVEL 60 ON THE CHARACTER RINGING THE BELL, TO RING THE BELL.
Tried to park my 55 and 53 at two of the vespers, they were not able to ring them!
Please upvote before other people waste their time!

can be done with 2 players, now that we can fly.

you should be able to ring all bells solo using the kyrian network.

Now a days with flying and realm hopping I got this very easily. Try later at night etc.

I was able to ring all 5 bells in about 4 minutes with flying. I started at the lowest and went counterclockwise around the map.

as of today, all 5 bells were run yet only 4 showed up. Purity was the last bell run so went there to see if the rare was there...he was not.

I had just rang the 4th bell at the north of the map, when I read someone went ahead and rang the 5th. I arrived when the Council was already defeated... so if anything, start with the north-most ones, so you can reach their spawn point in time.

If you use TomTom you can copy-paste to add waypoints on-screen:

Just be in the correct zone when pasting so they end up on the Bastion map.

I was getting frustrated by never being able to interact with the Vesper of Loyalty, even when all the other bells were up. I went digging and found an old forum post by Soulie which fixed the issue for me:
-Ringing the vesper of loyalty is not possible when the following Kyrian covenant campaign quests are incomplete: “censer of guidance” and “misguiding mentors” and follow up quests.
-Even if the player is not part of the Kyrian covenant, the game will still not let the player click the vesper of loyalty until swapping back to Kyrian and completing the campaign chapters above.
