残忍的夺翼者 rare mob can be found in 晋升堡垒.

Location: 41.61 54.77 (Horn of Courage)
Required for: 晋升堡垒冒险家
Rare drop: 反刍的格里恩之翼

To trigger 残忍的夺翼者 event you have to be in the kyrian covenant.
In Elysian Hold use Anima Conductor (38.44 68.13) and channel anima to The Temple of Courage. There's a rare mark should appear on the map.
On the small table (between two benches) you can find an object named Horn of Courage.
Interact to it to summon 残忍的夺翼者. It can be found down the stairs to the left of table.

This is "personal" rare mob, only you can summon it after linking Elysian Hold and the The Temple of Courage. Other players cant even see the horn. At least on beta.

It is on the table before you enter the hostile area. (at 41.64 54.53)
Then go downstairs and you will see the rare. Can re summon almost immediately after kill

Click the nearby Horn of Courage to summon 残忍的夺翼者. It is sitting on a table up the stairs to the southeast of his spawn position. Only a Kyrian channeling anima to the Temple of Courage can click the horn.

You can click exit when he uses Impaling Gaze and catches you on Impale. Like you were in a vehicle.

A few tips fighting him solo as a warlock...

Tag him and kite him up onto the platform w/out mobs, so adds don't come out of the portals near where he spawns to kill you. (It's hard as a freshly-dinged 60 to handle him AND mobs.)
Have your phial and healthstone ready.
Use mortal coil if you have it talented and need it.
Use fear liberally to interrupt his casting, otherwise he'll impale you and you won't be able to cast as your dots fall off. Since you're in the clear area w/out mobs, he won't run into anything bad.
Re-summon voidwalker as needed, preferably BEFORE it dies. I'd fear him and complete a hard-cast VW (since my fel dom was on cooldown after the first time).

Tip for Hunters: You can interrupt his 恐惧猛击 with a Freezing trap as he's casting. This negates the fear and he doesn't try to 穿刺 you afterwards.

As a paladin, this guy is by no means impossible to defeat, or even very difficult as Protection spec, but he's a pain to fight without a strategy.

First, he will hamstring you with 劈裂 before casting terrifying slam. You can get out of the hamstring with 自由祝福 and use 神圣马驹 to get beyond the range of the 恐惧猛击, but then you're unlikely to be able to get back to interrupt his cast of 穿刺凝视. I was able to get back in time -- but 穿刺凝视 does not appear to be interruptible by 责难.

If 制裁之锤 is used to stun him out of the 恐惧猛击 cast, he'll cast it immediately again upon coming out of stun.

Once 穿刺凝视 is cast, the targeted player will get an eyes icon above their head for 5 seconds. You can run from him during this time, but once he catches you, you will be impaled. It does not matter if you avoid him for the duration of the eyes debuff. It does not matter if you avoid him for 10 seconds more, he'll 穿刺 you for 11 seconds.

制裁之锤 can be used to stun him after he's cast 穿刺凝视 the first time, but he'll cast it again before it's off cooldown (probably even if Fist of Justice is talented). Blnding Light would probably work, too, but I didn't have it talented when trying this. If you Repentance him after he's cast 穿刺凝视, he can still impale you after the Repentance is broken. If you cast Turn Evil after he's cast 穿刺凝视, this will prevent him from 穿刺凝视ing you.

The best strategy I found (as Protection, this probably works as Retribution, too):

First, you can pull him down the stairs to the left (if you're facing him) if there are no mobs there, or you can pull up up the stairs past where the Kyrians are fighting, but make sure you pull him far enough that you aren't collecting all of the other mobs that come running up the stairs.Pulling him up by the Kyrians is preferablle, as they will sometimes join the fight against him. Then:

1. Attack until he casts 劈裂.
2. Cast 自由祝福 to remove the slow effect.
3. Cast 神圣马驹 as he's casting 恐惧猛击. It doesn't matter if you get feared as long as you get some extra distance so you can cast 超度邪恶. If you got the hamstring off, you may not even need to use 神圣马驹.
4. Allow him to cast 穿刺凝视.
5. Cast 超度邪恶 or 制裁之锤 before he reaches you.
6. Repeat from step 1.

Without doing this your character will likely be stuck helpless on his back for a significant portion of the fight, which just isn't very fun and can be deadly if you're low on health and have pulled other mobs. With a little practice you can trivialize this fight if you want to get the 反刍的格里恩之翼, which are consumed on use. Otherwise, you may just want to choose Purity's Pinnacle to direct your anima to instead.

Be careful when pulling this boss. If he kills you while he's flailing you around, you will not have a body to return to and must accept res sickness.

FYI - he gives NO CREDIT toward the "We Send Only You" world quest.

This may be due to the fact that someone pulled him far outside the area of the WQ, but it happened on multiple occasions in my experience.

Just today I noticed that this guy has a Kyrian fully impaled through the middle on one of his shoulder spines. Gruesome, but still a pretty interesting detail.

As someone who was kyrian and switched to night fae I can confirm that you will get grateful offerings from him if a kyrian spawns him and you help to kill.

When you engage, immediately return to the Kyrian fighting the rest of the mobs at the top of the stairs. The first attack Wingflayer casts will be an AOE fear, which will hit all of the Kyrian. They will immediate turn their attention toward Wingflayer, ignoring the other mobs, which will help you defeat him quicker.

As of 9.0.5, the ability to escape from Wingflayer's grab ability has been removed because...well, it's Blizz. What do you expect?

This is actually an easy fight, killed him with my 153 shaman. Whether you can avoid or not his Terrible Slam that will fear everyone around him, he will immediately follow it with Impale Gaze, which is the ability that stuns you while dealing damage for about 11secs if he reaches you, so just kite him and don't get near him until he drops the Gaze and resume the fight afterwards.

This guy is honestly such a perfect example of the dev's team anti-fun design philosophies at the moment. Fears on trash mobs is annoying, but can be dealt with. Same goes for the 11 second stun since it has to be melee, but then you add in the fact that he hamstrings you to make it difficult to run away and you end up spending half the fight stunned and bored out of your mind.

None of his mechanics are hard. His mechanics just waste your time.
