特兹兰 offers weekly quests to Alliance players to obtain 战痕命运印记. 战痕命运印记 is the new bonus roll currency being introduced in Battle for Azeroth.
特兹兰 is located in the Tradewinds Market in Boralus Harbor, Tiragarde Sound.
/way Boralus 71.6 13.7 Tezran

The Horde vendor for these seals is 祖尔温, located in the Maelstrom Mercantile in the Grand Bazaar, in Zuldazar.
/way Dazar'alor:Zuldazar 53.9, 88.4 Zurvan

Unlike in Legion, you can only obtain 2 战痕命运印记 per week (with potentially rare exceptions), and the hard cap will be 5 seals.

战痕命运印记 can be used on the following activities:

Mythic dungeons
Mythic+ dungeons (NEW to BfA)
World Bosses
The 奥迪尔 raid

The currency can be obtained from quests that require a certain amount of gold, 荣耀印记 or 战争物资 (similar to the Legion model). These quests are available from 特兹兰 at the Tradewinds Market in Boralus Harbor, Tiragarde Sound. Your second seal purchased with the SAME currency increases progressively in price - this is noted in the chart below.
