祖尔温 offers weekly quests to Horde players to obtain 战痕命运印记. 战痕命运印记 is the new bonus roll currency being introduced in Battle for Azeroth.
祖尔温 is located in the Maelstrom Mercantile in the Grand Bazaar, in Zuldazar.
/way Dazar'alor:Zuldazar 53.9, 88.4 Zurvan

The Alliance vendor for these seals is 特兹兰, located in the Tradewinds Market in Boralus Harbor, Tiragarde Sound.

Unlike in Legion, you can only obtain 2 战痕命运印记 per week (with potentially rare exceptions), and the hard cap will be 5 seals.

战痕命运印记 can be used on the following activities:

Mythic dungeons
Mythic+ dungeons (NEW to BfA)
World Bosses
The 奥迪尔 raid

The currency can be obtained from quests that require a certain amount of gold, 荣耀印记 or 战争物资 (similar to the Legion model). These quests are available from 特兹兰 at the Tradewinds Market in Boralus Harbor, Tiragarde Sound. Your second seal purchased with the SAME currency increases progressively in price - this is noted in the chart below.

When u are down go up the stairs on the right side and then left and straight ahead.

This map is very misleading, as Zurvan <Master of Fate> no where near the Great Seal or the Hall of Chroniclers.

He is an ethereal located at the Maelstrom Mercantile (one level down from the Grand Bazaar flight path, on the same side as the flight master, 2nd "business" from the corner) in Dazar'alor.

Also found with him is Warpweaver Hayri and Nudara the Shaper. Zurvan on the west wall, with Warpweaver Hayri is in the middle of the room and Nudara along the east wall.

Just made an Evoker, went to buy some of these and Zurvan is nowhere to be found? Also, for some reason, Dazar'alor target dummies have vanished.

EDIT: If you are an Evoker(or probably any class that hasn't been boosted) you need to complete the intro quest located just outside the Great Seal in Dazar'alor.
